Grand Gulf Nuclear Station s Bechtel Job No. 9645 File: 0260/0512/M-018.0 10CFR Part 21 Reportability On March 3,1982, Bechtel Power Corporation, the Grand Gulf Project, verbally notified Mr. Austin K. Hardin of your office of a 10CFR Part 21 deficiency at the Grand Gulf Nuclear Station construction site.

The deficiency relates to the potential loss of starting air for the standby diesel generators, during a seismic event. Details are described in the attached 10CFR21 report.

1. Name and address of the individual . . . informing the Commission:

2. Identification of the facility . . . which contains a defect:

Grand Gulf Nuclear Station (GGNS)

Unit I and Unit II Port Gibson, Mississippi 39150

3. Identification of the firm constructing the facility . . . contains a defect:

Installed at the GGNS by:

4. Nature of the defect . . . and the safety hazard which could be created by such defect:
a. The Standby Diesel Generator Air Receiver Tank has a 3/8" diameter sensing line attached directly to the sensing tan!c via a manual valve.

The sensing line feeds directly back to the Standby Diesel Generator Starting Air Compressor. The Starting Air Receiver Tank is Seismic Category I. However, the sensing line and air compressor are not seismically supported. A similar condition exists in the redundant system.

b. During a " Seismic Event", the following com 1.-)n could occur. A break anywhere in the sensing line, or press >*, sensing device could cause the Air Receiver pressure to decrease below the minimum allowable (160 psig), in approximately six (6) minutes. If the pressure is bl.ed off, the Air Receiver Tank would not be capable of performing the design safety function of providing starting air for the Standby Diesel Generator. Since the same condition exists in the redundant system, during a seismic event, the same type of break could occur in the redundant system. (NOTE: Credit cannot be taken for operator action to close the manual valve located in the sensing line near the Air Receiver Tank.)

c. The eouipment supplier, Transamerica DeLaval, has been contacted.

DeLaval does not agree that the subject deficiency is reportable ,

under 10 CFR 21.

5. The date on which the information of such a defect was obtained:

An evaluation of the applicability under the provisions of 10 CFR 21 was made on March 2,1982, by Bechtel Power Corporation.

6. In the case of a basic component . . . the number and location of all such components.

Information concerning this defect is haing furnished to the other Bechtel Power Corporation divisions. Should it be determined that basic components which contain this defect are in use at, have been supplied for, or are being supplied for one or more other Bechtel projects, this will be reported by the cognizant division directly to the cognizant director (s) of the NRC Regional Office of Inspection and Enforcement.

The equipment supplier, Transamerica DeLaval, has been notified that Bechtel has filed a Part 21 Report for the subject deficiency.

7. The corrective action which has been taken . . . the name of the organization responsible for the action, and the length of time that has been . . . or will be taken to complete the action.

The subject condition affects the Standby Diesel Generator Starting Air Storage Tanks, and the Starting Air Compressors for the GGNS Units 1 and 2.

For Unit 1, Bechtel engineering has redesigned the location of the sensing line. The sensing line is now connected into the inlet supply line, instead of a direct tap off of the Air Storage Tank.

The necessary drawing changes have been completed, and a Supplier Drawing Revision Notice has been issued for the Transamerica DeLaval drawing. The actual piping changes for Unit I have been completed.

For Unit 2, actions required to update the Unit 2 drawings, and complete the actual piping changes, will be tracked by the appropriate '

Unit 2 tracking documents. All action will be completed prior to fuel load of Unit 2.

8. Any advice related to the defect that has been, is being, or will be given to purchasers or licensees.

Corrective actions have been supplied to Mississippi Power & Light Company for correction of the defect.
