DISCHARGE OF LUBRICATING OIL FROM PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) SALEM GENERATING STATION (CASE #'s 92-01-20~1510-49 and 92-01-28-0942-06)

Per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming two discharges of lubricating oil to the ground adjacent to the circulating water system building.

The first discharge (case #02-01-20-1510-49) involved approximately 5 gallons, the second (case #92-01-28-0942-06) approximately 2 gallons.

The discharges, which occurred at the above facility on January 20, 1992 and January 28, 1992, respectively, occurred after circulating water system traveling screen assemblies were removed and placed on the ground. The incidents took place entirely within PSE&G property and no injuries resulted.

Since there is no "Reportable Quantity" (RQ) for lubricating oil under 40 CFR 302.4, no notification of the releases were reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all. major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. As a result of this discharge, PSE&G has investigated the incidents, with the information contained herein.

PSE&G personnel present at the discharge locations placed oil absorbant pads around the spill to prevent spreading.

Large tubs were used to catch the remainder of the draining oil. In each case the drained oil and affected soil and gravel was placed in a 55 gallon drum for disposal as hazardous waste. Approximately 3.75 cubic feet were collected for each spill.

CORRECTIVE MEASURES:

The standard process for screen removal begins before the screens are pulled. The reservoir is drained by operations personnel then checked for residual amounts by maintenance personnel before they pull the screen. The removed screens are placed either on the ground or on support horses in a horizontal position relative to their lateral, in use, position.

Both discharges occurred after the circulating water system traveling screens were removed and placed at rest. Residual oil collected at the lowest level of the chain guard reservoir and discharged to the ground.

Corrective measures, in the form of work order modifications, have been implemented by the Maintenance Planning department. The modifications specify the placement of an impermeable catch basin under the chain guard reservoir when screens are pulled. Corrective measures in response to the January 20 discharge were in the implementation process when the January 28 discharge occurred.
