Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-80/53, 011 Level Indicator Lines Outside Missile Barriers, Interim Report AECM-80/234 On August 28, 1980, Mississippi Power & Light Company noti-fied Mr. M. Hunt of your office of a Potentially Reportable Defi-ciency (PRD) concerning the location of oil indicator lines for fan gear boxes outside the tornado missile barriers of the standby cooling towers.

We have concluded that this item is reportable under 10CFR50.55

! (e). Our interim report describing plans for resolving this defi-ciency is attached. We will continue to investigate this item for 10CFR21 reportability. We expect to complete our evaluation and report to you on this matter by January 7, 1981.

INTERIM REPORT FOR PRD-80/53 I. Description of Deficiency 011 indicator piping for the two standby service water (SSW) system cooling towers for Units 1 and 2 are located outside the missile barriers. This condition exists on all eight cooling tower fan gear boxes. The oil indicator piping protrudes approximately two feet past the cooling water missile barrier. Because of this condition, the piping is susceptable to missile damage which could cause the oil pipe to break. Lubricating oil draining from the fan gear box through this leak could then cause gears to seize and disable the fan. Without the fan, loss of cooling to the water in the SSW basins would occur. This loss of cooling capability would prevent the SSW system to perform its function of cooling safety related equipment.

II. Approach to Resolution of the Deficiency Our plans to resolve this deficiency are as follows:

a) Investigate and determine the extent of the deficiency and define the effects of this condition on safety of operation of the GGNS.

b) Determine corrective action.

c) Perform the necessary action required for correcting the deficiency.

d) Determine and perform necessary corrective action to preclude recurrence.

III. Status of Proposed Resolution The constructor is coordinating with the cooling tower supplier to identify and proceed with corrective action. It has been deter-mined that this condition is reportable under 10CFR50.55(e). In-vestigations of 10CFR21 reportability are underway. These efforts are being tracked under Bechtel MCAR 98 which is available for inspection at the GCNS jobsite.

IV. Reason for Delaying Report the Engineering investigation is incomplete.
