3) AECM-80/163, 7/23/80 On March 17, 1980, Mississippi Power & Light discussed the subj ect condition with Mr. F. Cantrell of your _of fice. Based on this discussion, MP&L agreed to process this matter as a potentially reportable deficiency. This deficiency pertains to the Loss of Site Power (LOSP) accident and its attendant effects on Rod Position In-formation System (RPIS) and Neutron Monitoring System (NMS).

This deficiency is still under investigation due to the complex nature of the issue and its relationship to other investigationssuch as NRC IE Bulletin No. 79-27, " Loss of Non-Class lE Instrumentation and Control Power System Bus During Operation", and NRC Regulatory Guide 1.97, " Instrumentation for Light-Water-Cooled Nuclear Power Plants to assess Plant Conditions During and Following an Accident". Our Architect / Engineer and NSSS Supplier are currently evaluating the aforementioned Bulletin and Regulatory Guide. Our schedule for the evaluation of the aforementioned Bulletin has been expedited due to recent guidance from the NRC in k'ashington (Robert L. Tedesco), dated December 12, 1980.
