PRD-80/56, Status Report No. 2, RCI Pipe Support.s AECM-81/39 On September 12, 1980, Mississippi Power & Light Company noti-fled Mr. M. Hunt of the NRC of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site.

This deficiency concerns seismic piping supports installed by Reactor Controls, Inc. (RCI) for the control rod drive hydraulic system. The installation of this piping was not in conformance with the original design.

Initial indications have been that none of the nonconforman-ces would have had an adverse effect on safety had they remained uncorrected. Our final evaluation, however, has not been completed.

Additional information may be obtained by referring to MP&L's reply to IE Inspection Report of November 24-26, 1980 (AECM-81/36) dated January 19, 1981.

With regard to the due date of this rer>rt, an extension until January 23, 1981, was granted by your Mr. Jack Bryant to our Mr. T. E. Reaves on January 21, 1981.

A status report is attached. We expect to establish report-ability and provide a final report by August 26, 1981.

Middle South Energy Contractor, Reactor Controls, Inc. (RCI) in-stalled pipe supports for the Control Rod Drive System which deviated from the approved design drawings. RCI's Quality As-surance Manual did not address the control of temporary materials or include provisions for design changes in the field.

II. Prooosed Resolution of the Deficiency MPSL issued Corrective Action Request (CAR) 272 on August 14, 1980 to our agent, Bechtel. CAR 272 requested Bechtel to inves-tigate and determine if existing supports were in conformance with design drawings and to determine the adequacy of the support design. Bechtel immediately performed an audit and determined the supports deviated from approved and issued design drawings.

On August 15, 1980, Bechtel iss':ed Quality Action Request (QAR)

F-210 addressing this condition. Bechtel s QAR F-210 identified supports which deviated from approved drawings and requested details on RCI's program which permitted deviations to approved drawings. Bechtel also issued a Stop Work on August 15, 1980 until these concerns could be resolved.

The investigation for QAR F-210 revealed that the RCI Quality Assurance Program did not provide a mechanism to deviate from approved drawings. On September 11, 1980, MP&L notified the NRC of a Potentially Reportable Deficiency (PRD-80/56) concerning this problem. The investigation also noted that RCI's QA Program did not address the control of temporary materials. RCI revised their QA Manual to include provisions for design changes in the field and control of temporary materials.; This manual revision has been approved by Bechtel. However, approval by RCI's Author-ized Inspection Agency is still pending.

RCI has completed an inspection of all "Q" pipe supports and iden-tified all noncompliances to existing drawings. A total of twenty eight hangers were documented with discrepancies between the as-built configuration and the design drawing. The discrepant condi-tions are documented on RCI Hold Information documents and Engi-neering Change Notices (ECN). We have been informed that RCI's evaluations have determined that none of the discrepancies would have had an adverse affect on safety had they remained uncorrected.

Bechtel and MP&L will review RCI's evaluations when received and take action as necessary.

III. Status of Prooosed Resolution RCI's Quality Assurance Manual approval by RCI's Authorized Inspec-tor is still pending. All future work will be in accordance with the revised QA Program including the identification of all temporary installations.

Attachneni to AECM-81/39 Page 2 of 2 IV. Reason for Delav in Final Report Review of RCI's evaluation of discrepant installations has not been acco:plished. RCI's Quality Assurance Manual has not been approved by their Authorized Inspection Agency.
