UNITED STATES NUCLEAR REGULATORY COMMISSION REGION IV 1600 E. LAMAR BLVD.

ARLINGTON, TX 76011-4511 September 1, 2015 Randall K. Edington Executive Vice President, Nuclear/CNO Mail Station 7602 Arizona Public Service Company P.O Box 52034 Phoenix, Arizona 85072-2034

SUBJECT:

SUMMARY

OF ANNUAL ASSESSMENT MEETING WITH ARIZONA PUBLIC SERVICE REGARDING PALO VERDE NUCLEAR GENERATING STATION 2014 PERFORMANCE

Dear Mr. Edington:

This refers to the public Annual Assessment meeting conducted at the Estrella Mountain Community College in Avondale, AZ, on August 25, 2015, between the Nuclear Regulatory Commission (NRC) and your staff. Approximately 12 individuals attended the meeting, including representatives from several federal, state, and local government agencies.

During the meeting, NRC staff provided an overview of inspection activities, findings, and overall performance assessment for the station. Palo Verde Nuclear Generating Station operated safely in 2014, and all Reactor Oversight Process cornerstone objectives were met. The NRC determined the performance at Palo Verde Nuclear Generating Station, Units 1, 2, and 3, during all of 2014 was within the Licensee Response Column of the NRC's Action Matrix, because all inspection findings had very low (i.e., Green) safety significance, and all performance indicators showed that performance was within the nominal, expected range (i.e., Green).

Copies of the NRC's 2014 assessment letter and feedback forms were made available to attendees.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document

R. Edington Room or from the Publicly Available Records (PARS) component of the NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Should you have any questions concerning this matter, we will be pleased to discuss them with you.

Sincerely,

/RA/

Geoffrey Miller Chief, Project Branch D Division of Reactor Projects Docket Nos. 05000528, 05000529, 05000530 License No. NPF-41, NPF-51, NPF-74 DISTRIBUTION:
