SUMMARY
OF JUNE 28, 2024, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS A PLANNED LICENSE AMENDMENT REQUEST FOR PALO VERDE NUCLEAR GENERATING STATION UNITS 1, 2, AND 3, REGARDING CHANGES TO TECHNICAL SPECIFICATIONS 3.5.1 AND 3.5.2 (EPID L-2024-LRM-0082)
On June 28, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held an Observation meeting with Arizona Public Service Company (APS, the licensee) via Webinar. The purpose of the meeting was for APS and the NRC to discuss a planned license amendment request for Palo Verde Nuclear Generating Station, Units 1, 2, and 3, regarding increases to Technical Specifications 3.5.1, Safety Injection Tanks (SITs) - Operating, and 3.5.2, Safety Injection Tanks (SITs) - Shutdown, SIT nitrogen cover pressure band to reduce the challenges on the SIT vent valves. The meeting notice and agenda, dated June 20, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24172A075. The enclosure to this summary contains a list of attendees.
The licensee presented informational slides at the meeting, which are available in ADAMS at Accession No. ML24275A233. During the meeting, the discussion included updates to the large break loss-of-coolant-accident evaluations and containment pressure/temperature analyses including converting to the GOTHIC computer code from the no longer supported COPATTA code.
The licensee plans to submit the request in July 2024 and requests NRCs review be completed by June 2025.
The NRC staff did not make any regulatory decisions at the meeting. Members of the public were not in attendance. Public Meeting Feedback forms were not received.
