PALO VERDE NUCLEAR GENERATING STATION - INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY INSPECTION REPORT 07200044/2024401

Dear Adam Helfin:

On September 12, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Palo Verde Nuclear Generating Station and discussed the results of this inspection with Todd Horton, Senior Vice President, Nuclear Regulatory and Oversight, and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a security baseline inspection at Palo Verde Nuclear Generating Station, in accordance with the Inspection Procedure 81311, Physical Security Requirements for Independent Spent Fuel Storage Installations.

No findings or violations of more than minor significance were identified.

INSPECTION SCOPES

Unless otherwise noted, independent spent fuel storage installation security inspections were conducted in accordance with the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2690, Inspection Program for Dry Storage of Spent Reactor Fuel and Reactor-Related Greater-Than-Class C Waste at Independent Spent Fuel Storage Installations and for 10 CFR Part 71 Transportation Packings. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

81311 - Physical Security Requirements for Independent Spent Fuel Storage Installations The inspection at Palo Verde Nuclear Generating Station was conducted using sections 02.01 through 02.08 of Inspection Procedure 81311, Physical Security Requirements for Independent Spent Fuel Storage Installations, applicable to 10 CFR Part 50 or Part 52 licensees issued a general license for an independent spent fuel storage installation.

No findings were identified.
