Box 236 Hancocks Bridge, New Jersey 08038-0236 Nuclear Business Unit CERTIFIED MAIL FEB 271997 RETURN RECEIPT REQUESTED ARTICLE NUMBER: P 462 769 910 LR-E970134 Bureau of Discharge Prevention New Jersey Department of Environmental Protection 401 East State Street, CN-027 Trenton, New Jersey 08625-0027 PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 96-12-14-0847-01 SUPPLEMENTAL DISCHARGE CONFIRMATION REPORT #1 Per the Discharge Confirmation Report submitted on January 13, 1997 (LR-E970015), Public Service Electric and Gas Company (PSE&G) is submitting this supplemental report on corrective measures to be taken to reduce the potential of future occurrences.

As discussed in the January 13 report, PSE&G discharged less than one gallon of No. 2 fuel oil to the Delaware River. The discharge was from a secondary containment of a portable diesel generator in the area west of Salem Generating Station Unit No. 2.

PSE&G continues to conduct an internal review of the events related to this discharge. This internal review, originally scheduled for completion by February 19, 1997 and now rescheduled for March 31, 1997, will include recommended corrective actions.

Corrective actions under consideration include developing plans to (1) inspect and document all vendor-supplied tanks used for fuel, and (2) control distribution of PSE&G-owned fuel tanks (including initiation of a key lock system for the pumps) . PSE&G will submit the recommended corrective actions to the New Jersey Department of Environmental Protection (NJDEP) by April 30, 1997.
