Hunt of the NRC of a Potentially Reportable Deficiency (PRD) concerning Reactor Controls, Inc. (RCI) issuance of drawings prior to verification of design adequacy.

No determination has been made as to the effect upon safety

'and reportability under 10CFR50.55(e) and 10CTR21. In view of the measures required for such a determination, it is anticipated that a final report cannot be provided until March.16, 1981.

Our status report of actions to data is attached.

Attachment to AECM-81/31 Page 1 of 1 STATUS REPORT NO. 2 FOR PRD-80/60 I. Description of Deficienev On September 15, 1980, Mississippi Power & Light Company notified Mr. M. Hunt of the NRC of a Potentially Reportable Deficiency (PRD)'concerning the issuance of drawings prior to receipt of design verification by the design authority, EDS Nuclear, Inc.

A total of four drawings were affected,. involving component sup-port work for the GGNS Project.

II. Aporoach To Resolution Of The problem As of January 9, 1981, Reactor Controls, Inc. (RCI) had completed its evaluation. of the condition for its effect on the safety factors involved in.the operation of the Nuclear Power Plant.

Immediately upon receipt of the evaluation by RCI, the Architect /

III. Status Of The Procosed Resolution A. Stop Work Order Number 13 is presently in effect until veri.-

fication of desigrr adequacy has been substantiated.

B. Analysis of the RCI evaluation is presently underway by the Architect / Engineer. No determination of the safety and/or reportability of this condition under 10CFR50.55(e) or 10CFR21 can be provided until the artalysis is complete.

C. The constructor has been issued an addenda to RCI's QA Manual to incorporate provisions that ensure control, approval and release of design drawings by proper authority. The con-structor has reviewed and approved tha addenda pending com-ments fica the Authorized Nuclear Inspector.

D. The constructor will verify- that corrective actions taken are acceptable during a.te-audit scheduled at RCI Headquarters during January 1981.

IV. Reasons We A Final Report Will Be Delaved A final report will be delayed until the constructor co=pletes the investigation of the rework construction on affected com-ponent support work. It is anticipated that a final report can -

be submitted subsequent to the audit of RCI scheduled in January 1981.,

V. Projected Completicu Of Corrective Actions & Submittal Of Final Report The projected date for completion of corrective action and for submittal of the final report is March 16, 1981.
