.Special Report on Inoperability of Fire Barriers The Omaha Public Power District, holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specifications 2.19, " Fire Protection Syctems".

Fort Calhoun Station Unit No.1 Technical Specifiestion 2J9(7) states "Ali enetration fire barriers protecting safety-related areas shs11 be functional

'p(intact), With a penetration fire barrier non functional, within one hour, either establish a continuous fire watch on at least one side of the affected per.etration, or verify the operability of-fire detectors on at leest one side of the penetration and establish an hourly fire watch natrol. Restore the nonfunctionti penetrt, tion to functional status within 7 days, or prepare and submit a report to the Nuclear Regulatory Commission, pursuant to Section 5.9.3 J of the Technical' Specifications, within an additional 30 days outlining action j taken, the cause, and plans and schedule for restoring the penetration to 1 functional status." 1 The fire barrier penetrations listed below were breached to allow additional I cable installation specified by a plant modification. The barriers remained j inoperable for a time period of greater than the 7 days allowed by Technical j Specifications due to a lack of qualified seal repair materials. The date that  :

U.S. Nuclear Regulatory Commission LIC-90-0105 Page 2-On January 12, 1990 fire doors 1007-15, 1007-16, and 1007-39 were declared i inoperable in order to remove the existing doors and install new doors. These i doors remained inoperable for greater than the 7 days allowed by Technical S>ecifications due to the extensive scope of work necessary to properly install tie new frames and doors. It is expected that repairs to these fire doors will .

be completed by February 23, 1990. l As required by Technical Specifications the required compensatory measures will remain in place for the entire time period that the doors remain inoperable.

On January 15, 1990, fire door 989-5 was blocked open and declared inoperable in order to support ongoing maintenance activities in Room 5 of the Auxiliary Building. The door remained inoperable for a time period of greater than the 7 l days allowed by Technical Specifications. Door 989-5 was restored and declared i operable on January 27, 1990.
