SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON JUNE 16,2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ARIZONA PUBLIC SERVICE COMPANY, CONCERNING DRAFT REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (the staff) and representatives of Arizona Public Service Company (the applicant) held a telephone conference call on June 16, 2010, to discuss and clarify the staff's draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application. The telephone conference call was useful in clarifying the intent of the staff's draft RAI.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the draft RAI discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this s mmary.

DRAFT REQUESTS FOR ADDITIONAL INFORMATION PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 LICENSE RENEWAL APPLICATION JUNE 16, 2010 The U.S. Nuclear Regulatory Commission (the staff) and representatives of Arizona Public Service Company (APS or the applicant) held a telephone conference call on June 16,2010, to discuss and clarify the following draft request for additional information (RAI) concerning the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, license renewal application (LRA).

DRAFT Follow Up RAI 82.1.12

Background:

LRA Section B2.1.12, "Fire Protection," takes exception to the GALL Report regarding visual inspection and functional testing of the halon and carbon dioxide (C02 ) fire suppression systems. The "parameters monitored/inspected" and "detection of aging effects" program elements of the GALL Report Fire Protection program recommend that periodic visual inspection and functional testing should be performed at least once every 6 months to examine for signs of degradation of the halon and CO2 fire suppression systems.

LRA Section B2.1.12 states an exception to the "parameters monitored/inspected" and "detection of aging effects" elements of the fire protection program, which requires visual inspections and functional testing of the halon and CO2 fire suppression systems every 18 months per Technical Requirements Manual Surveillance Requirements.

By letter dated December 7,2009, the applicant submitted an annual update of the LRA, including an amendment to the LRA as required by 10 CFR 54.21 (b) to identify any change to the current licensing basis of the facility that materially affects the contents, including UFSAR supplements. As part of its annual update, APS revised the above exception and stated that halon and CO2 system damper integrity will be validated every 54 months, a change from once every 18 months as defined in the exception in the LRA. While this change applies only to the dampers, the dampers are an integral part of both fire protection systems such that a change to this one inspection and testing aspect constitutes a change to each entire system.

Concern:

The applicant has not adequately justified increasing the visual inspection and functional testing interval to ensure the functioning of these systems though the period of extended operation.

ENCLOSURE 2

-2 Discussion: The applicant understands the staffs concem and has agreed to submit a commitment to follow the current licensing basis at the time of entering the period of extended operation or to follow an 18 month testing frequency.
