Matthew, By letter dated March 17, 2018, Arizona Public Service Company (APS) requested relief from certain requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI.

This relief request, RR-58, pertains to examination ultrasonic examinations of welds that have been determined to be impractical during the third inservice inspection interval at the Palo Verde Nuclear Generating Station, Unit 2.

The U.S. Nuclear Regulatory Commission staff reviewed the submittal and determined that the additional information in the attachment is needed to complete its review. During a call on August 17, 2018, Mr.

DiLorenzo agreed that APS would respond within 30 days of the date of this email.

submitted relief request (RR) No. 58 to request relief from the requirements in Subarticles IWB-2500 and IWC-2500 of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, 2001 Edition through 2003 Addenda, regarding examinations of certain welds at Palo Verde Nuclear Generating Station, Unit 2.

The U.S. Nuclear Regulatory Commission staff is reviewing the submittal and the following additional information is needed to complete the review:

8. Please state if the Category B-D, weld identification numbers 5-10, 5-11, 5-12, 5-13, and 5-14 were examined in the first or second 10-year (previous) ISI intervals. If so, please discuss the results of inspections and, if there was any drop in coverage, please discuss what caused the decrease in obtainable coverage and justify how this examination provides an equivalent or greater standard of quality and safety.
9. The submittal states that no scans were performed from the nozzle side of the Category B-D welds due to the nozzle geometry. Please provide graphics or further description as to why further examination cannot be obtained from this side for weld identification number 5-9.
