TELEPHONE CONFERENCE CALL METAL FATIGUE 01 FOR SER WITH OPEN ITEMS COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATION October 27, 2011 The U.S. Nuclear Regulatory Commission (the NRC or the staff) and representatives of Energy Northwest (the applicant), held a telephone conference call on October 27,2011, to discuss and clarify the metal fatigue Open Item (01) in the staff's Safety Evaluation With Open Items, for the Columbia Generating Station license renewal application.

SER Open Item 01-4.3-1, "Metal Fatigue" Discussion:

The staff and the applicant discussed the current status of this 01 following the Columbia Advisory Committee Reactor Safeguards Subcommittee meeting of October 19, 2011, along with the applicant's response to request for additional information RAI 4.3-09, in its letter dated October 6, 2011. The applicant provided some discussion as to its methodology in arriving at the locations examined for cumulative usage factors that it provided in that response. The applicant also stated in its response and in the conference call that it was in the process of finalizing a supplemental response to the RAI. The staff indicated that a more complete understanding of the details of the applicant's methodology was important to its (the staff's) evaluation of this issue.

The staff and the applicant agreed that the following actions will be taken as a result of the call:

1. The applicant will complete its supplemental response and send it to the staff on or about November 4, 2011, including in this supplement more detailed information as to the applicant's methodology in arriving at the Tables in its October 6,2001, response.
2. The staff will review the supplemental response.
3. If further questions arise on this, then the staff will issue follow-up RAI(s).

The staff and the applicant agreed that the call was useful in understanding the status of the 01 and what was needed to close it out.
