OF THE FEBRUARY 7, 2019, CATEGORY 1 PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC, TO DISCUSS THE INADVERTENT ACTUATION BLOCK VALVE OF THE DESIGN CERTIFICATION APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public teleconference on February 7, 2019, to discuss the Inadvertent Actuation Block (IAB) valve of the NuScale Power, LLC (NuScale) Design Certification Application. Participants included personnel from NuScale and members of the public.

The public meeting notice can be found in the Agencywide Documents Access and Management System under Accession No. ML19031A650. This meeting notice was also posted on the NRC public website.

Summary:

On February 7, 2019, the NRC staff held a public meeting with NuScale to continue discussions about NuScales letter dated December 14, 2018 (ML18351A146), titled NuScale Power, LLC Request for Commission Clarification on the Application of the Single Failure Criterion to Active-Passive Components, regarding the application of the single failure criterion (SFC) to the inadvertent actuation block (IAB) valve in the emergency core cooling system (ECCS) for the NuScale small modular reactor. The purpose of the meeting was to allow NuScale to present the options they are considering to help resolve the issues associated with the IAB valve and their implications. S. Lee based on further interactions with the NRC. During the meeting, NuScale discussed ten possible options, several of which assumed the application of the SFC to the IAB valve. The options discussed were:

Option 1: No Change - NRC Staff agrees with basis in December 14, 2018, letter for passive components.

Option 2: Limit policy interpretation to NuScale.

Option 3: Rely on planned IAB functional.

Option 4: Exemption to Title 10 of the Code of Federal Regulations Part 50, Appendix A SFC.

Option 5: Revise inadvertent opening of ECCS event sequence.

Option 6: Revise Chapter 15 events to accommodate active IAB.

Option 7: Generic new SFC policy.

Option 8: credit highly reliable DC power system.

Option 9: Remove IABs from design.

Option 10: Redo Safety Analysis with active IABs.

Both NuScale and the NRC staff agreed that some of the options might not resolve the issue completely and/or will impact the review schedule for the NuScale design certification application. The staff will take into consideration the information provided by NuScale going forward.
