DPR-62 TECHNICAL SPECIFICATION CHANGE FOR MCPR CORRECTION

Dear Mr. Ippolito:

A review of the nuclear input parameters used in the analysis for the Brunswick Steam Electric Plant (BSEP) Unit 2, Reload 2, non-RPT license submittal disclosed that an error existed in the end-of-cycle (EOC) MCPR limits. This was reported to NRC in an August 27, 1979 conference call by Carolina Power & Light Company (CP&L) and General Electric (GE) . The error resulted from erroneously using the beginning-of-cycle (BOC) void coefficient data for the end-of-cycle calculations. The attached Supplemental Reload License Submittal. NE30-24182A, Revision 1, August 1979, provides the bases for revising the existing technical specifications for the period E0C-2000 MWD /t to ECC. The correct MCPR values are as follows:

Fuel Type Was Should Be 7x7 1.21 1.22 8x8 1.27 1.29 8x8R 1.27 1.29 As discussed in the August 27, 1979 conference call, CP&L and GE confirmed to NRC that the MCPR limits for BOC to L C-2000 MWD /t are correct.

Attached you will find the revised technical specification page which incorporates the corrected MCPR limits as indicated by a vertical bar in the right hand margin.

Fuel exposure estimates show that Unit 2 should reach EOC-2000 MWD /t on October 15, 1979. Therefore, please address this technical specification change request on an expedited or emergency basis so that the change can be implemented by CP&L on October 15.
