License Amendment Request to Revise Technical Specification 5.3.1, Fuel Assemblies Gentlemen:

Enclosed is an application ior an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1, Operating License Number NPF-3, Appendix A Technical Specifications (TS). This application requests revision of TS 5.3.1, Fuel Assemblies, to allow the removal of defective fuel rods or the replacement of defective fuel rods with stainless steel or Zircaloy filler rods. The acceptability of non-fuel bearing rods or water channels vill be determined by cycle specific reload analysis, using NRC approved methodologies. NRC approval vill be required for initial post-refueling startup for any reactor core containing a fuel assembly of less than 208 active fuel rods.

Toledo Edison (TE) requests that the Nuclear Regulatory Commission approve this amendment request by August 1, 1991. This vill allow TE to utilize the provisions of the revised TS 5.3.1, as necessary, dur' > the seventh refueling outage.
