License Amendment Application to Incorporate New Inspection Requirements for the Reactor Coolant Pump Flywheels (License Amendment No. 97-0001)

Ladies and Gentlemen:

1 Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS) Unit Number 1, Facility Operating License NPF-3, Appendix A, Technical Specifications (TS). This License Amendment Request proposes a revision to the DBNPS TS 1

Surveillance Requirement 4.4.10.1.a. which specifies the inspection requirements for Reactor Coolant Pump (RCP) Flywheels. The request proposes adoption of changes in the frequency and scope of volumetric and surface examinations justified by the Westinghouse Topical Report j

WCAP-14535A, " Topical Report on Reactor Coolant Pump Flywheel Inspection Elimination."

This topical report was approved by the NRC in their safety evaluation transmitted by letter j

dated September 12,1996. The revised TS would result in lower personnel radiation exposure

- due to the increased inspection interval and the revised inspection procedure.

The DBNPS plans to utilize this revised TS during the Twelfth Refueling Outage that is currently scheduled for the Spring of 2000. For planning purposes, the FirstEnergy Nuclear Operating Company requests that the NRC approve this amendment by September 30,1999.
