Public Service Electric and Gas Company P.O. Box 236 Hancocks Bridge, New Jersey 08038 Nuclear Department CERTIFIED MAIL RETURN RECEIPT REQUESTED ARTICLE NUMBER: P 378 354 650 SEP l 1 1992 NLR-E92270 New Jersey Department of Environmental Protection and Energy Bureau of Communication and Support Services 401 East State Street CN-028 Trenton, N.J. 08625-0028

Dear Sirs:

RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-08-21-0550-57

  • On August 21, 1992, PSE&G reported a discharge of approximately two (2) gallons of transformer oil (non-PCB) to a concrete ..

containment filled with stone. The discharge was assigned Case No. 92-08-21-0550-57 by Operator 14.

Upon investigation of the discharge and review of applicable regulations, PSE&G has determined that this discharge was to an impermeable surface as defined in NJAC 7:1E-l.6. All oil was cleaned up immediately and removed prior to any escape into the waters or lands of the State in accordance with the requirements of the definition of "leak". It is PSE&G's interpretation of the regulations that as this incident involved a leak onto a surfaced area and was cleaned up immediately as provided in NJAC 7:1E-l.6, it is exempt from this reporting requirement.

PSE&G believes and maintains that it acted in accordance with the intent of NJAC 7:1E-5.3 which requires all major facilities to notify NJDEPE of discharges of potentially hazardous substances in any concentration .
