QUALIFICATION OF DANIEL QC INSPECTORS TO SIGN OFF ON HANGER LOCATIONS (QCP VII 200 vs. 204) - WOLF CREEK " ASSISTANCE TO INSPECTION REPORT," DATED FEBRUARY 7, 1983 In response to your memorandum, about subject, dated March 1,1983, the undersigned performed an inspection during the week of October 18-22, 1982.

This NRC inspection included interviews with several Daniel International (DI) personnel, both QC inspectors and supervisors.

The issues covered during the inspection and related interviews were alleged .

improper uses of three part memoranda. An allegation by four former DI QC inspectors resulted in interviews by Office of Investigation (01) of six former DI QC inspectors. These six former DI inspectors alleged that DI QC inspectors at Wolf Creek site were required to perform work that was contained in three part memoranda prior to approval of procedure changes.

The NRC inspector's review of three part memoranda was based on a sample of 20 randomly selected three part memoranda that had been completed by various DI QC inspectors. The review determined that the use of three part memoranda did ..

not by pass nor replace procedure changes, procedure requirements, nor did the three part remoranda substitute for the appropriate review, revisicr., or approval of procedure changes. The three part memoranda was solely a mechanism to assure continuity and documentation of work performed prior to implementation or approval of appropriate procedures. The use of the three part renoranda served as a tracking and documentation mechanism anc did not .',

constitute a violation of procedure.s, commitments, or requirements at the kcif Creek Generating Station. '

The NRC inspector's review and evaluation indicated that the three part memoranda is a tracking tool that adequately documents work performed prior to approval of appropriate procedure changes. There does not appear it be any improper licensee actions related to the three part memoranda; therefore, no violation cr deviation was identified during or as a. result of the miew.

The alleger identified persons who could support his allegation, however, these persons explained that the alleger provided NRC with inaccurate information due to a personality conflict with management personnel.
