Kansas Gas & Electric, Wolf Creek QUALIFICATION OF DANIEL QC INSPECTORS TO SIGN OFF ON HANGER LOCATIONS (QCP VII 200 vs. 204)

REPORT NUMBER: A4-83-002 1.

During October 1982, four former Daniel. employees, now employed at the Zimer) Wolf Creek SRI about lack of QC freedom and procedural violations site, made allegations to the Zimmer'NRC SRI and subsequently to the at Wolf Creek. g Two of the former Marshall SEXTON), agreed to talk to'QC Inspectorsi,' Russell CROUCH'and NRC Investigators.

Following the receipt of these allegations by the Wolf Creek SRI, the Region IV Regional Administrator requested OI assistance in investigating the allegations.

On December 1,1982, six former' Daniel International QC Inspectors'were interviewed by NRC Investigators at the/Zimmer.isite concerning allegations at Wolf Creek.

The allegers, Marshall SEXTON, Vernon.DREWES, Russell CROUCH, Roy STUDDARD, Thomas O'CONNCR cnd Terry ST0VTjwere interviewed, and they made allegations concerning intimidation of (QC Inspectors', improper use of white out on travelers, and improper use of three-part memorandums to change procedures. The allegation concerning intimidation is being investigated under report number 4-82-016. The allegation concerning

white out on travelers is being reported under A4-83-004. The allegation concerning the improper use of three-part memorandums is contained in this report.

Interviews of'the above six former'Danici QC Inspectors'resulted in them alleging that[ Daniel International QC Inspectors at Wolf Creek were required to si Attachment (1)gn off on hanger locations as designated by QCP VII 200,

, and were told to disregard QCP VII 204, Attachment (2).

The former Daniel QC Inspectors stated they felt they were not qualified to determine the location of hangers prior to fit up, and they did not believe they should be required to sign off on the hanger locations as stqtedonAugus.t 26, 1982', memorandum, Attachment (3), from David MAULDIN to;Ron McCRANEYf. The.QC Gnspectors' also alleged that ' Daniel required work to be performed as contained in three part memorandums prior to approval of procedure changes.

On February 1,1982, Jim GAGLIARDO, Region IV, Director, Division of F.crident, Reactor Project & Engineerir+ Programs, was apprised of the results of this investigation to date.

NRC HEARING ON WOLF CREEK PLANT TO BEGIN JANUARY 17 IN BURLINGTON, KANSAS The presiding AtoTnic Safety and Licensing Board has scheduled times and locations beginnirff on January 17, in Burlington, Kansas, for the operating license hearing for the. Wolf Creek Generating Station, Unit 1, being built in Coffey County, Kansas, near Burlington.

The owrfers of the plant are Kansas Gas and Electric Company, which would operate the plant, Kansas Power and Light Company, and Kansas Electric Power Cooperative, Inc.

The hearing will begin at 10:00 a.m. on Tuesday, January 17, 1984, in Coffey County Courthouse, Basement Room, Sixth and Neosho Street, Burlington.

It.

will continue there through Saturday, January 21.

Limited appearance statements by members of the public may be presented orally to the Board between 2:00 p.m.

and 6:00 p.m. on Tuesday, January 17, and between 9:30 a.m. and 6:00 p.m. on Saturday, January 21.

The hearing will resume on Monday, January 23, at 9:00 a.m., at Emporia State University, Memorial Union Center, Messenger Room,1200 Commercial Street, Emporia, Kansas.

It will continue there through Thursday, January 26.

The hearing will then be in recess until Tuesday, February 14, when it will resume at 9:30 a.m. at the Emporia State University Memorial Union Center.

For the next two days, Wednesday, February 15, and Thursday, February 16, the hearing will be held beginning at 9:00 a.m. each day at the Holiday Inn, Flint Hill Room, 2700 West 18th Street, Emporia.

a memo addressed. to me giv$ ng the following inf ormation:

On January 26, 1983, iLevel 11 Coatings Certification Exa:: to Mil.e McMoy, aLeadCoatingsInspetor.l'validbecausetheproc}edure.BAfbeenrevised,butth.

Because KansasGas & Electric (KG&E)was the only one who could approve the revision of the e.xam, and because the weight of the four questions was sufficient to cause McMoy not to pass the test I was required by pro-cedure to give him a falling frade. I knew McMoy's. certification expired on January 28, 1983, so I went to Lit.yd Gladman, the Quality Training Supervisor,,
