SUBJECT:

ENGINEERING EVALUATION, "NUCLENAWER PLANT COLD WEATHER PROBLEMS AND PROTECTIVE MEASURES" Attached is an AEOD engineering evaluation, " Nuclear Power Plant Cold Weather Problems and Protodivo Measures." AEOD initiated this evaluation as a result of a January 30, igg 6, event at the Wolf Creek Generating Station. The event invoked icing of cooling water intake trash rocks and traveling screens, subsequent loss of an essential service water system train, and other plant complications.

Recmt operating experience suggests that despite NRC and industry communications on this subject, some licensees have not effectively protected compoaonts whose failure could degrade safety systems. Extremely cold weather conditiom continued to affect intake structures, process lines, instrument lines, emergency diesel generator oil and grense viscosities, essential deers, electrical systwns, heating, ventilation and air conditioning systems. Ladt of design oversight, incomplete review of operating experlanos, and nnsufficient attention to cold weather properations resulted in most of the events. Important approaches and measures licensees have used to protect against cold weather operational events appear in the Lessons Leamed Sections of this report.

Gillespie, et al. 1 The report has been revised to incorporate comments received from the Plant Systems Branch, Events Assessment and Generic Communications Branch, and Inspection Program Branch of NRR. Fo'W'Np discussloris with the Chief, Events Assessment and Generic Communications Branch, lume, 1 that the NRR AEOD events assessment panel will determine if additional generic communications should be developed. An Information Notice would provide an effective means of alerting licensees to the availability of the report which contains a useful compendium of cold weather related events and corrective actions. In addition, discussions with the Chief, inspection Program Branch, indicate that actions will be taken to revise Inspection Procedure 71714. " Cold Weather Preparations' using information contained in the report to make the inspection procedure more explicit and operating experience focused.
