piping, tubing, supports, parts, appurtenances, penetrations, Safety-Related HVAC Ductwork 'and associated supports, and mechan-ical. equipment.

3.2 All forms (partially or fully filled out) are considered working documents until the Traveler is completed and applicable data reports are signed.

3.3 Appendix I shows examples of forms which will be used in the Traveler, when appropriate. With each form is a general descrip-tion of the forms, the person responsible for filling in each space, and what is to be placed in each space.

3.4 The ' stated responsibilities in this procedure are addressed to management and key personnel.

Actual performance of the assigned activities may be performed by personnel under the supe-vision of the individual assigned the responsibility.

3.5 Client may, at his discretion, request spe'cial notification points or hold points to be placed in Traveler.

3.6 Individuals responsible for establishing hold points may waive those hold points by signing the appropriate inspection point and noting that the hold point has been waived.

-- 3.7 Exhibit A need not be completed, except as required by Para-graphs 4.3, 4.6, and 4.12 of this procedure.

_3.8.. Traveler documents applicable to a specific functicr. shall be generally accessible to the area where the function is being

l'K0 JECT WELDING ENGINEER 4.3 Provide pre planned written generic instructions to the Project Mechanical Engineer, specifying welding, heat treatment and NDE requirements to be used in the Traveler, or approves generic instructions agreed upon with the Project Mechanical Engineer, using Exhibit A.

(If no written generic instructions are avail-able prior to issuing a Traveler, he will indicate his approval on Exhibit A.)

Where necessary to prescribe welding techniques not provided for in the Traveler Direction Manual at the time of Traveler issue, the Project Welding Engineer or his designee may assign addi-tional approved techniques.

Such additions shall be signed and dated on the Traveler prior to commencement of welding activi-ties.

PROJECT MECHANICAL ENGINEER 4.4 Coordinates with the Quality Control Manager to determine pre-planned generic inspection and hold points.

4.5 Prepares a Traveler Direction Manual (hereaf ter called "TDH"),

which shall include the generic instructions and hold points from the Quality Control Manager, and special instructions (such as valve disassembly requirements, when coating and wrapping is

required, and special cleaning requirements if additional requirements to the cleaning procedure are to be met).

4.6 Have TDM Lapproved by Project Welding Engineer and Quality Con-trol Manager, using Exhibit A.

QUALITY CONTROL MANAGER 4.7 Approve TDM or approves departures from TDM by signing Exhibit A.

May request additional hold points as deemed necessary by project requirements.

May make revisions to 'the Traveler using an Engineering Change Report (ECR), Exhibit C, as follows:

1.

Obtain the ECR Number from the Mechanical Engineering Supervisor, who logs the ECR Number into the Traveler Log.

2.

The ECR Number shall be a combination of the Traveler Number, followed by the letters "ECR", then a numeri-cal suffix (e.g.,

I-M-03HB04-ECR-01).

Each sheet of the ECR receives the ECR number and a sheet number.

3.

Obtains an independent check of the ECR by another engineer or checker who signs and dates each sheet when his check is complete.

4.

Obtains review and approval - including AI review - of the ECR in the sar;e manner as a revision.

5.

If material is lost, damaged or misfabricated, a replacement item may be obtained or the old corrected, in accordance with an ECR.

Replacement items shall have new identification.,p y,

ECR changes shall be in accordance with specifica-tions, drawing:,,

and procedures.

ECR's shall be prepared in accordance with the TDM.

If any deviation from the TDM is needed, the approvals of the PME, PWE, QCM, and the ANI are required.

The ECR shall be sent to Mechanical Services File, placed in the Master Traveler File, and distributed in accordance with Referen'ce 2.10.

8.

A copy of the ECR shall be placed in the field copy of the Traveler-in which case the ECR originator shall indicate the ECR Number and Revision on the Traveler Index Supplement Sheet and sign and date the " ENTERED BY" column on the Index Supplement Sheet.

This copy shall be the work record copy.

PROJECT MECHANICAL ENGINEER / PROJECT WELDING ENGINEER 4.29 Prepares documentation for cutouts, rewelds, and weld repairs as follows:

Have a Deficiency Report written for cutouts and rewelds a.

which are due to fabrication and installation errors found after final QC signoff.

Weld records generated in accordance with Reference 2.9 shall receive an independent check and signoff.

Prepare ECR on Traveler or Traveler Revision to reweld a cut. which was made due to misfabrication/misinstallation identified prior to final QC signoff, or to facilitate installation.

Log ECR's and Repair Weld Records not part of DR or NCR onto the Index Supplement Sheet.

Where fitup for piping has been made, tacked, and signed off, but the weld is not complete and it is necessary to break the fitup, proceed as follows:

1.

Add note on Weld Control Record at the area for fur-ther QC signoffs, "FITUP BROKEN AND REVERIFIED" and a brief description of the reason, sign, and date.

2.

If QC Inspector enters N/A, he shall also enter initial and date.

3.2 Inspection by ANI is required whenever a space is stamped "ANI Hold".

ANI hold points shall not be passed until signed off and dated by the ANI.

3.3 It is the responsibility of the individual performing the work to notify Quality Control that an inspection is required and to assure that Quality Control and the ANI signs off the appropri-ate documents.

3.4 The Construction Manager shall obtain material, then plan and perform code construction in accordance with the Traveler.

3.5 The Construction Manager will complete those portions of the Traveler as specified.

3.6 After visual examination and post weld heat treatment (prior to NDE unless NDE is performed immediately after visual examina-tion), the C,onstruction Manager may forward F101. Weld l Control Records to Quality Control.

When this is done, the Quality Control Inspector signs for the receipt of the document on the Traveler Index.

Other Traveler Sheets may be forwarded in the

same manner when complete.

3.7 Upon completion of the work in a Traveler, the Construction Manager will transmit the Traveler to Quality Control Manager.

3.8 Prior to Code Stamping, all as'sociated documents will either be

o 3.11 REVISIONS Each sheet will carry its own unique revision number with the exception of the first Index Sheet which reflects the Traveler Revision Number and the latest Revision of each sheet.

3.12 The field copy of all superceded. documents shall be maintained in the Traveler until no longer required in the field, they shall then be transmitted to Document Control for filing.

3.13 After a shift the Traveler shall be returned to a secure area designated by the QC Manager.

'3.14 MATERIAL ISSUE

This cross reference will be issued as required as Document Number P-100000.

3.15 Supplemental sheets may be added to the Traveler by the QC Inspector or Area Engineer. These added sheets do not require a checker or approver's signature.

The addition of these sheets does not require a Traveler Revision when the followir,g proce-dural steps are taken.

Number the added sheets the same as the associated theet requiring additional entry space with an alpha suffix added to the Sheet Number (i.e. H-1A, B-1A).

Log the added sheet on the Index Supplemental Sheet.

3)

On original sheet in the " Remark's" section, note the addi-tion of the Supplemental Sheet (i.e.

"See Weld Control Supplemental Sheet XXX).

3.16 Effective with the issue of this Revision of Appendix I of Procedure WP-VII-209, all Hanger Travelers will be prepared by the Mechanical Engineering Supervisor in accordance with procc-dures listed on Page 19 Appendix I, WP-VII-209.

Hanger Trav-elers issued prior to this date will have welded connections identified in the field copy by the QC Inspector or the Area Em;inee r.
