Kansas Gas & Electric, Wolf Creek --

IMPROPER USE OF WHITE-0UT REPORT NUMBER: A4-83-004 ~

1. During October 1982, four former Daniel. employees, now employed at the -

2immer site, made allegations to the Zimmer NRC SRI and subsequently to the Wolf Creek SRI about lack of QC freedom and procedural violations at Wolf Creek. Two of the former QC Inspectors',. Russell CROUCH and

, Marshall SEX.T,0N, agreed to talk to NRC Investigators. Following the

" receipt of these allegations by the Wolf Creet SRI, the Region IV Regional Administrator requested 01 assistance in investigating the allegations.

2. On December 1,1982, six former Daniel International QC Inspectors were interviewed by NRC Investigators at the Zimmer site concerning allegaticrr at Wolf Creek. The allegers, Marshall SEXT0h', Vernon DREWES, Russell CROUCH, Roy STUDDARD, Thomas O'CONNORjand Terry SJOUT were interviewed, and they made allegatior.s concerning intimidation of QC Inspectors, improper ..

use of white out on travelers, and improper use of three-part acmorar. curs to change prccecures. The allegation concerning intimidation is being _ _ __

3. Two of the six fcru r Daniel QC Inspectors alleged they had seen white-out on traveler occurents, but stated they lined through the white-out and initialed and dated the document, or bounced it back to the engineers.

One of the six 'former inspectors stated that( Larry ADKINSON; an employee in the Daniel training department at Wolf Creek, could identify numerous records containirc schite-out. l

4. On February 2, lh, Jim GAGLIARDO, Region IV, Director, Livision of Resident, Reacwr f rtject & Engineering Programs, was apprised of the -

results of thu irautigation to date. CE.GLIARD0 stated the allegation appeared to b( ef 2 ' u hnical nature and iequested that investigative results be forwarecd to him for technical review and inspection follow-up by his persont.ci.
