DISCHARGE OF OIL PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) COMPANY SALEM GENERATING STATION CASE #92-07-30-0330-22 30-DAY CONFIRMATION REPORT As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming the discharge of approximately five (5) gallons of lubricating oil to the Delaware River through a circulating water system outfall, DSN 485. The discharge, which occurred at the above facility on July 30, 1992, did not cause any injuries.
As the discharge of oil is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) Hotline (Operator No. 22) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.
PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify_ the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. As a result of this discharge, PSE&G has conducted a follow-up investigation of the incident and has repaired the equipment responsible for the discharge.

Salem Generating Station circulating Water Intake Structure Traveling Screen (22B) Oil Bath Drain Valve Approximately 5 gallons of lubricating oil was released through a drain valve on an oil bath used to lubricate the 22B traveling screen at the circulating water system intake structure. A screen gear box swung loose breaking the drain valve. The oil dripped to the floor and subsequently into one of the six circulating water intake bays. The discharge occurred through DSN 485 which is one of the six circulating water system outfalls regulated under the facility's New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0005622.
The broken valve was discovered during a routine system walkdown at 0325 hours0.00376 days <br />0.0903 hours <br />5.373677e-4 weeks <br />1.236625e-4 months <br />. At this time the oil had already drained from the gear box. The gear box broke loose due excessive motor vibration due to the loss of the alignment shims.

QUANTITY DISCHARGED: Approximately 5 gallons. This value is a conservative estimate based on the quantity of oil needed to refill the bath. This value does not account for oil recovered from the floor or applied to the traveling screen chain.
DATE/TIME DISCHARGE BEGAN: Unknown. However, Operations personnel are stationed at the intake structure around the clock and periodically walk by the area of the spill.

- DISCHARGE CONFIRMATION REPORT CASE # 92-07-30-0330-22 DISCHARGE OF LUBRICATING OIL FROM SALEM GENERATING STATION MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:
Upon discovery, the circulator was removed from service.
Absorbant pads were immediately placed on the floor in the spill area to recover any remaining oil. The pads were then placed into a 55 gallon drum for disposal as hazardous waste. The cleanup and disposal costs associated with this discharge were approximately five hundred ($500.00) dollars.
CORRECTIVE MEASURES:
The Operations Department, responsible for operation and maintenance of the intake structure and equipment, initiated a work order, No. 920730064, to the Maintenance Department to repair the gear box and broken drain valve. The Maintenance Department has repaired both the gear box and associated valve.
INDIVIDUAL INVOLVED IN CONTAINMENT/CLEANUP:
Cleanup activities associated with the release of the lubricating oil, consisting of removing the circulator from service and placing_absorbant pads on the floor in the area of the spill, were conducted by Operations personnel. Site Services personnel were responsible for disposal of the used pads as hazardous waste. These individual(s) are:

- DISCHARGE CONFIRMATION REPORT CASE # 92-07-30-0330-22 DISCHARGE OF LUBRICATING OIL FROM SALEM GENERATING STATION TYPE, QUANTITY, LOCATION AND DATE OF SAMPLES:
No samples were collected of this discharge. However, based upon a worst case scenario in which all oil leaked from the drain valve to the intake bay within one (1) minute, and the oil was dispersed through only one outfall, the estimated concentration of petroleum hydrocarbons in the discharge is 13.5 mg/l. This is below the maximum daily discharge limitation of 15 mg/l imposed by the NJDEPE for similar discharges. Information on this characterization may be obtained from:
