APPLICABILITY For the 3 rd 10-year interval, McGuire Unit 1 and McGuire Unit 2 were separate Pressure Test Plans. Starting with the 4 th 10-year interval, both Unit 1 and Unit 2 will be included in the same Pressure Test Plan but as separate sections withing the plan.
Because Unit I and Unit 2 have different Commercial Start Dates, Revision 0 of this plan only applies to the 4"h 10-Year Pressure Test Plan for McGuire Unit 1. The 4"h 10-Year Pressure Test Plan for McGuire Unit 2 will be included in a future revision of this document in close proximity to 30 years after the Unit 2 Commercial Start Date. Section 3.0 in this plan is currently a place holder for the 4 di 10-year interval for Unit 2 and the details will be added during a future revision of this plan.
The current Pressure Test Plan for McGuire Unit 2 (3rd 10-Year Pressure Test Plan - Document Index Number MISI-1462.20-0030 - U2PTPLAN) is located in NEDL and contains the curent Pressure Test requirements for McGuire Unit 2.

1.0 General Requirements 1.1 Applicable Codes, Standards, and Regulatory Guides used for Inservice Inspection Pressure Testing The purpose of system pressure testing is to assure leakage integrity of systems and components that support a nuclear safety related function.
This document provides the Pressure Testing requirements per the American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel Code,Section XI, as mandated by Title 10, Code of Federal Regulations, Part 50 (10CFR50), Article 55a, "Codes and Standards" for the Inservice Inspection (ISI) of systems and components that are classified as ASME Code Class 1, 2, and 3.
Every 120 months, the Pressure Test plan must be updated to comply with the requirements of the latest edition and addenda of the Section XI Code endorsed by the Nuclear Regulatory Commission (NRC) 12 months before the start of the 120-month inspection interval.
This document constitutes the inservice inspection pressure testing plan and schedules for the fourth inspection interval for McGuire Units 1 & 2. All pressure retaining components classified as Class A, B, and C have been reviewed to determine the inservice inspection pressure test examination requirements. Unless otherwise noted, systems designated as Class A are equivalent to ASME Class 1, those designated as Class B are equivalent to ASME Class 2, and those designated as Class C are equivalent to ASME Class 3.
All Inservice Inspection pressure testing activities for McGuire Unit I - 10t Period shall be performed in accordance with Program B of the 1998 Edition of ASME Section XI with the 2000 Addenda. Reference Relief Request I0-MN-001, Section 3.2 regarding Code Edition applicability for Periods 2 and 3.
McGuire Unit 2 will be added to the fourth inspection interval plan at a later date. See Applicability on page 1.

(10CFR50.55a)(b)(2)(xx)(A) System Leakage Tests - When performing system leakage tests in accordance with IWA-5213(a), 1997 through 2002 Addenda, the licensee shall maintain a 10-minute hold time after test pressure has been reached for Class 2 and Class 3 components that are not in use during normal operating conditions. No hold time is required for the remaining Class 2 and Class 3 components provided that the system has been in operation for at least 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> for insulated components or 10 minutes for uninsulated components".
(10CFR50.55a)(b)(2)(xxvii) Removal of insulation - When performing visual examination in accordance with IWA-5242 of Section XI of the ASME B&PV Code, 2003 Addenda through the 2006 Addenda, or IWA-5241 of the 2007 Edition through the latest edition and addenda incorporated in paragraph (b)(2) of this section, insulation must be removed from 17-4 PH or 410 stainless steel studs or bolts aged at a temperature below 1100 'F or having a Rockwell Method C hardness value above 30, and from A-286 stainless steel studs or bolts preloaded to 100,000 pounds per square inch or higher.
(10CFR50.55a)(b)(5) In-service Inspection Code cases - Licensees may apply the ASME Boiler and Pressure Vessel Code cases listed in the latest NRC endorsed Regulatory Guide 1.147 without prior NRC approval, subject to the following:
(10CFR50.55a)(b)(5)(i) When a licensee initially applies a listed Code case, the licensee shall apply the most recent version of that Code case incorporated by reference in this paragraph.
(10CFR50.55a)(b)(5)(ii) If a licensee has previously applied a Code case and a later version of the Code case is incorporated by reference in this paragraph, the licensee may continue to apply, to the end of the current 120-month interval, the previous version of the Code case as authorized or may apply the later version of the Code case, including any NRC-specified conditions placed on its use.

1.147. Any Code case listed as annulled in any Revision of Regulatory Guide 1.147 which a licensee has applied prior to it being listed as annulled, may continue to be applied by that licensee to the end of the 120-month interval in which the Code case was implemented.
1.1.2 If leakage is detected in the Regenerative Heat Exchangers or in either of the Residual Heat Removal Heat Exchanger (Shells 1, 2, or 3) during Pressure Testing and VT-2 examinations, the McGuire ISI -
NDE Plan manager shall be notified of the leakage so that an evaluation can be performed to determine the continued use of Code Case N-706.
1.1.3 Table 1 shows the Code Case numbers that may be used as alternatives to the Section XI Pressure Testing requirements for McGuire's 4h Interval.

N-731 Alternative Class I From the 1989 Edition Unconditional System Leakage Test up to and including the Pressure Requirements 2007 Edition with the 2008 Addenda When the alternatives listed in a Code Case are used for a pressure testing zone, the Code Case number shall be documented in the Pressure Test Database Management System.
1.2 Inspection Methods and Procedures to be Used for Inservice Inspection Pressure Testing VT-2 visual examinations shall be conducted to locate evidence of leakage from pressure retaining components during the conduct of a system pressure test, except for buried components. Section 1.10 contains additional information for pressure testing buried components.
Pressure testing and associated VT-2 visual examinations shall be performed using the latest revision of procedure NDE-68 "Inservice Inspection (ISI) Visual Examination, VT-2, Pressure Test".
Buried portions of the Nuclear Service Water (RN) system shall receive an unimpaired flow test to satisfy the IWA-5244 requirements. Refer to Section 1.10 for additional information.

1.3 Description of Inservice Inspection Pressure Testing Plan for ISI Class A Items Pressure testing ISI Class A systems shall be performed in accordance with the requirements of Articles IWA-5000, lWB-2000, and IWB-5000 of Section XI. ISI Class A systems that are required to be pressure tested shall be divided into isolable areas (to the extent practical). These isolated areas represent specific pressure test examination zones' Examination Catezories and Requirements:
The examination categories and item numbers shall be those listed in Table IWB-2500-1 of Section XI. Each examination zone may include variousSection XI categories and item numbers.
Category B-P, All Pressure Retaining Components The Class A System Leakage Test (IWB-5220) is conducted at a pressure not less than the pressure corresponding to 100% rated reactor power. The test pressure and temperature shall be attained at a rate in accordance with the heat-up limitations specified for the system. The Class A system leakage test is required prior to plant startup following each reactor refueling outage.
The pressure-retaining boundary for the Class A system leakage test conducted each refueling outage [IWB-5222(a)] shall be performed with all valves in the position required for normal reactor operation startup. The VT-2 examination shall, however, extend to and include the second closed valve at the boundary extemity (non-pressurized area). At or near the end of each inspection interval, the Class A pressure-retaining boundary which is not pressurized when the system valves are in the position required for normal reactor startup [IWB-5222(b)]
shall be pressurized and VT-2 examined. The IWB-5222(b) test is required only once during a ten-year interval.

1.4 Description of Inservice Inspection Pressure Testing Plan for ISI Class B Items Pressure testing ISI Class B systems shall be performed in accordance with the requirements of Articles IWA-5000, IWC-2000, and IWC-5000 of Section XI. ISI Class B systems that are required to be pressure tested shall be divided into isolable areas (to the extent practical). These isolated areas represent specific pressure test examination zones.
Examination Categoriesand Requirements:
The examination categories and item numbers shall be those listed in Table IWC-2500-1 of Section XI. Each examination zone may include variousSection XI categories and item numbers.
Category C-B, Pressure Retaining Nozzle Welds In Vessels When nozzle-to-shell (or head) welds (to be examined by NDE methods) are inaccessible due to reinforcing plates on exterior of vessel, the telltale hole in the reinforcing plates shall receive a VT-2 visual examination for evidence of leakage while the vessel is undergoing the System Leakage Test as required by Category C-H.
Table 4 shows the Class B, Category C-B, Item Numbers and Parts To Be Examined. The information shown in Table 4 is the same for Periods 1, 2, and 3 of Units 1 and 2.

The following color codes, shown on electronic pressure testing boundary drawings, are used to represent pressure test examination boundaries:
Red = ISI Class A Yellow = ISI Class B Green = ISI Class C Blue = Components exempt from pressure testing requirements Magenta = Boundary line showing the extremities of pressure testing examination zones Black = Non ISI Class components Instrumentation tubing is subject to the requirements of pressure testing. Instrumentation details are shown on typical detail drawings and the tap locations are shown on flow diagrams. All instrumentation taps within the examination boundary shall be examined up to the first isolation valve off the process pipe although not explicitly shown as a color-coded component on the boundary drawing.
Pressure test examination boundaries are defined on drawings located in Nuclear Electronic Document Library (NEDL). Section 2.2 of this plan contains a listing of the McGuire Unit 1 Pressure Testing Boundary drawings required for the 4th 10-year interval. A later revision of Section 3.2 of this plan will contain a listing of the McGuire Unit 2 Pressure Testing Boundary drawings required for the 4tb I 0-year interval.
1.7 Components Exempt / Excluded From Pressure Test Examination Exemptions and exclusions with supporting references are shown on individual boundary drawings. Additional exemption/exclusion information can be found in the McGuire Pressure Testing Basis Document.
1.8 Description of Examination Schedules All system pressure testing is completed in accordance with the schedule shown in the ASME Section XI Tables for each examination category. The examination periods are derived from "Program B" of the Section XI Code.
ASME Section XI requires the Class A Leakage Test zones to be completed each refueling outage before the unit is returned to service.
ISI Class B and ISI Class C Leakage Test zones are required each Inspection Period. These zones will not be scheduled for specific refueling outages and may be performed at any time during each Inspection Period.

1.9 Requests for Relief from ASME Code Requirements (RR) and Requests to use Regulatory Issue Summaries (RIS)
Relief Requests regarding requirements of the Section XI Code specified in this Plan shall be administered per the ASME FAM.
Table 8 is a listing of the Relief Requests for use at McGuire. Unless specified differently in the comments, the Relief Request applies to both units.

2.1 McGuire Unit 1 - Examination Zone Discription The Examination Zone number for each pressure test represents an area of a system that shall receive a VT-2 visual examination. An Examination Zone terminates at boundary valves, building interfaces, component interfaces, or class breaks and may include several "subtests" based on conditional valve alignements, pump test configurations, or surveillance test configurations. The Examination Zone includes all pressure retaining components required to receive a VT-2 visual examination while the system is under pressure. Only the Red, Yellow, or Green color-coded portion of a zone shown on pressure test boundary drawings require a VT-2 visual examination. See Section 1.6 for additional information regarding boundary drawing color-coding.
All McGuire Unit I Examination Zone numbers have the same format. The following example is for an ISI Class A Leakage Test zone:

2.2 McGuire Unit 1 - System, Boundary Drawing, and ISI Classification Listing The pressure testing examination boundaries (zones) are identified on color coded drawings (modified system flow diagrams) and stored in the Nuclear Electronic Document Library (NEDL). NIS-2 forms and "As Built" system flow diagram revisions are reviewed to see if any changes are needed to the pressure testing boundary drawings. The "As Built" flow diagram revisions are incorporated into the Inservice Inspection pressure testing boundary drawings as necessary. Some flow diagram revisions do not affect the pressure testing boundaries; therefore, the pressure testing boundary drawings are not required to be revised. For this reason, there may be a difference between the numeric revision level listed on the flow diagram versus the revision level of the flow diagram referenced on the pressure testing boundary drawing. "As Built" flow diagram revisions are published subsequent to modifications that are made to a system. The timeliness of these "As Built" flow diagram revisions are not on a regulated schedule; therefore, subsequent boundary drawing revisions cannot be performed on a regulated schedule. The latest revision of the pressure testing boundary drawing can be retrieved from NEDL.
Table 9 is a listing of ISI Pressure Testing Boundary Drawings that contain ASME Class A, B, or C components. Each drawing has been reviewed for applicable pressure testing requirements, exemptions, and exclusions for McGuire Unit 1. See notes on individual boundary drawings for specific exemptions/exclusions and the justification for the exemption/exclusion. The ISI Class A, B, & C columns in Table 7 contain an "X" if the listed drawing contains those specific ISI components.
