SUMMARY

OF SEPTEMBER 20, 2017, LICENSING MEETING WITH DUKE ENERGY TO DISCUSS LICENSE AMENDMENT REQUEST TO EXTEND COMPLETION TIME FOR AN INOPERABLE EMERGENCY DIESEL GENERATOR AND ELETRICAL ALIGNMENTS FOR SHARED SYSTEMS FOR CATAWBA NUCLEAR STATION, UNIT NOS. 1 AND 2 AND MCGUIRE NUCLEAR STATION, UNIT NOS. 1 AND 2 (CAC NOS. MF9667, MF9668, MF9669, MF9670, MF9671, MF9672, MF9673, AND MF9674; EPIDS L-2017-LLA-0256 AND L-2017-LLA-0257)

On September 20, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas (Duke Energy, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss the licensee's license amendment requests to extend completion time of TS 3.8.1 "AC [alternate current] Sources - Operating,"

Required Action 8.4 for an inoperable emergency diesel generator (EOG) from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days and addition of a new required action to ensure at least one train of shared components has an operable emergency power supply for the McGuire Nuclear Station, Unit Nos. 1 and 2 (McGuire), and the Catawba Nuclear Station, Unit Nos. 1 and 2. (Catawba). The meeting notice and agenda, dated September 5, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17248A359. A list of attendees is enclosed.

The licensee presented the proposed changes in a power point slide presentation to aid in the NRC's review (ADAMS Accession No. ML17278A134). The slides for this meeting were made available along with the public meeting notice.

During the meeting, the licensee presented the following topics:

1. Introductions/Opening Remarks
2. License amendment request history
3. Response to NRC Staff's issues
4. Precendents
  • The NRC staff provided feedback to the licensee in the following areas:

o Apparent conflicting information between the updated final safety analysis report, Technical Specifications (TS) and TS Bases and the proposed licensing action, related to shared systems.

o Various plant scenarios (e.g., if the 1A EDG is inoperable and there is a subsequent loss of offsite power, the remaining 2A nuclear service water system (NSWS) pump may not be able to supply enough service water to allow the 1A and 2A NSWS trains to perform their safety functions).

o Licensee interpretation of licensing basis documents and possible constraints of shared systems interactions.

No members of the public were in attendance, in person nor via a teleconference line.

No regulatory decisions were made during this meeting.
