OF JANUARY 25, 2017, PRE-LICESING MEETING WITH DUKE ENERGY TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO CREATE A NEW CONDITION FOR TECHNICAL SPECIFICATION 3.7.8 TO ALLOW NUCLEAR SERVICE WATER SYSTEM SINGLE POND RETURN HEADER OPERATION FOR THE CATAWBA NUCLEAR STATION, UNIT NOS.

1 AND 2 (CAC NOS. MF8944 AND MF8945)

On January 25, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas (Duke Energy, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss 's plans to submit a proposed license amendment request to create a new Condition for Technical Specification (TS) 3.7.8 to allow Nuclear Service Water System (NSWS) Single Pond Return Header Operation for the Catawba Nuclear Station, Unit Nos. 1 and 2. The meeting notice and agenda, dated January 10, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 1701 OA435. A list of attendees is enclosed.

The licensee presented the proposed changes in a power point slide presentation to aid in the NRC's review (ADAMS Accession No. ML17023A115). The slides for this meeting were made available, along with the public meeting notice.

During the meeting, the licensee presented the following topics:

1. Introductions I Opening Remarks
2. License Amendment Request Overview
3. TS 3.7.8 Change
4. System Plan View and Alignment
5. Probabilistic Risk Assessment (PRA) Overview
6. Overview submission timeline
  • The licensee briefed the NRC staff on the purpose of the request TS change. The TS change is to allow Single Pond Return Header Operation of the NSWS. This configuration would allow the licensee to perform the following activities:

o Planned plant modifications o Planned inspections o Future inspections o Future maintenance activities

  • The TS change will be a permanent change to TS 3.7.8. Licensee proposed to create a new Condition D, defined as "NSWS Single Pond Return Header Operation." New Condition D will have a 30-day Completion Time.
  • Licensee noted that Condition D will only be entered to address planned inspections and maintenance activites.
  • The licensee noted the submittal will be PRA risk-informed.
  • The licensee briefed the NRC staff on the schematics of the NSWS Single Pond Return Header Operation.
  • The licensee noted that the preliminary PRA numbers discussed with the NRC staff were based on two 30-day TS entrees per year (one per train).
  • The NRC staff provided feedback to the licensee in the following areas:

o Are there any other TSs impacted by the proposed change?

o Flooding evaluation for the Auxiliary Building.

o Why a 30-day completion time (verses a 14-day)?

o Define what exactly the NSWS Single Pond Return Header Operation configuration is.

o When discussing risk, address both units.

o Any impact on the ultimate heat sink TSs.

o Address any flex-equipment (crediting or not crediting).

No members of the public were in attendance, in person nor via a teleconference line.

No regulatory decisions were made during this meeting.
