OF TELEPHONE CONFERENCE CALL HELD ON JUNE 17,2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENERGY NORTHWEST, CONCERNING THE DRAFT REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE COLUMBIA GENERATING STATION, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest, held a telephone conference call on June 17,2010, to discuss and clarify the NRCs draft request for additional information (D-RAI) concerning the Columbia Generating Station, license renewal application.
The telephone conference call was useful in clarifying the intent of the staffs D-RAls. Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the D-RAls discussed with the applicant.

D-RAI 2.3.3.22-5 LRA drawing LR-M573-2 show that the following fire protection components
-pumps, tank, piping, valves, drains, and test connections
-are out of scope (i.e .* not colored in green). The staff requests that the applicant verify whether these fire protection components are in the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to an AMR in accordance with 10 CFR 54.21(a)(1).
If they are excluded from the scope of license renewal and not subject to an AMR. the staff requests that the applicant provide justification for the exclusion.
Discussion:
The discussion was on the scoping-in of the jockey pumps on drawing LR-M573-2.
The applicant understood the question and this RAI. D-RAI XI.S8-1 Background The GALL Report states that proper maintenance of protective coatings inside containment (defined as Service Level I in Nuclear Regulatory Commission Regulatory Guide [RG] 1.54, Rev. 1) is essential to ensure operability of post-accident safety systems that rely on water recycled through the containment sump/drain system. Degradation of coatings can lead to clogging of strainers, which reduces flow through the sump/drain system. The Columbia LRA does not credit the protective coating monitoring and maintenance program for aging management.
Although the licensee does not credit the program for aging management, there needs to be adequate assurance that there is proper management and maintenance of the protective coatings in containment, such that they will not degrade and become a debris source that may challenge the Emergency Core Cooling Systems performance.
ENCLOSURE Request Discuss why XI.S8, "Protective Coating Monitoring and Maintenance Program," is not credited for aging management. Discuss in detail whether Columbia has a coatings monitoring and maintenance program. Describe the program if one is used. Describe how Columbia will ensure that there will be proper maintenance of the protective coatings inside containment such that they will not become a debris source that could impact the operability of post accident safety systems that rely on water recycled through the containment sump or drain system in the extended period of operation. If a program is used, describe the frequency and scope of the inspections, acceptance criteria, standards used, and the qualification of personnel who perform containment coatings inspections.
Discussion:
The applicant stated that they have an existing coatings program but did not take credit for the program in the LRA. The staff's explained that without an aging management program for detecting the aging of the coatings there is concerns that the coatings will flake and peel becoming debris and cause issues such as clogging the sump/drain system. The applicant stated that they understood the RAI..
