Chairman Nuclear Regulatory Commission Washington, DC 20555 Dear Chaiman Zecht I would greatly appreciate your assistance in expediting '9 licensing application of A1ChemIE, Inc., of Oak Ridge, Tennessee, which is currently before the Commission.

AlChemIE entered into a contract with the Department of Energy transferring the Department's gas centrifuge technology to AlChemIE.

The contract requires AlchemIE to have an NRC license by November 21, 1988. I understand from NRC staff that one of the few items '

remaining for review is AlChemIE's financial ability to meet NRC licensing requirements. This review may not be ec .pleted until November 18 but, with your assistance, I would hope it could be expedited so the licensing decision could be made before the AlChemIE/ DOE contract deadline.

I understand that AlChemIE's project utilizing the gas centrifuge

_ technology is among one of the best examples of technology transfer.

ne company has already had order iuquiries in anticipation of the awarding of the license and the beginning of production. It would be disappointing for this contract to teminate if it could be avoided.

Bank you for your consideration of my request to expedite the final reviesa necessary for e Commission licensing decision. Please do not hesitate to contact me or David Flanets of my staff if I can be of any assistance in this matter.
