OF THE JULY 24, 2018, CATEGORY 1 PUBLIC TELECONFERENCE WITH NUSCALE POWER, LLC TO DISCUSS THE RESULTS OF THE EMERGENCY CORE COOLING SYSTEM VALVE AUDIT The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public teleconference on July 24, 2018, to discuss the results of the emergency core cooling system (ECCS) valve audit of the NuScale Power, LLC (NuScale) Design Certification Application. Participants included personnel from NuScale and members of the public.

The public meeting notice can be found in the Agencywide Documents Access and Management Systems (ADAMS) under Accession No. ML18200A048. This meeting notice was also posted on the NRC public website.

The meeting agenda and list of participants can be found in Enclosures 1 and 2, respectively.

S. Lee 2 Summary:

The purpose of this meeting was to discuss the path forward to resolve the ECCS valve audit findings, audit report (ADAMS Accession No. ML18219B634). The main topics discussed were the partial opening of an ECCS valve, the proof of concept, and the inadvertent actuation block (IAB). NuScale plans to submit a letter laying the path forward on resolution of the (1) potential on partial opening of an ECCS valve and, (2) the proof of concept. The NRC staff discussed its determination that the IAB device for the ECCS valves is an active component. The NRC staff also discussed its determination that the IAB is outside the scope of SECY-94-084, Policy and Technical Issues Associated with the Regulatory Treatment of Non-Safety Systems in Passive Plant Designs, for all of the following reasons:

  • The IAB is not of similar design or simplicity to the valve type discussed in SECY 084.
  • The IAB operates in a different manner by needing to change position multiple times during the event.
  • The IAB has no operating experience and limited testing to establish performance history or reliability.

NuScale considers the IAB as a passive component, a follow up public meeting will be schedule to further discuss the IAB.
