The mixture dripped to the floor and subsequently into a floor drain which drains to one of the six circulating water intake bays. Circulating water is pumped from each intake bay to the facility's once-through non-contact cooling water system at a rate o~ approximately 370,000 gallons per minute before being returned to the Delaware River approximately SOOfeet offshore.

Horsley Dear Mr. Horsley PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) COMPANY SALEM GENERATING STATION CASE NO. 93-04-24-2203-21 AND CASE NO. 93-04-29-0837-37 As per the requirements of NJAC 7:1E-5.8, PSE&G has prepared confirmation reports for two separate discharges of ethylene glycol to the Delaware River through circulating water system outfall, DSN 481. The confirmation reports for the April 24 and 29, 1993 discharges are included as Attachment 1 and Attachment 2, respectively. No injuries resulted due to these discharges.

l As the discharge of ethlyene glycol is not regulated under 40 CFR 302.4, no notification of the release was reported to any agency other than the New Jersey Department of Environmental Protection and Energy and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant .Events.

PSE&G, in making this notification, believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. PSE&G has investigated-each incident, cleaned up the affected areas and is awaiting parts to repair the equipment responsible for the discharge .

DISCHARGE CONFIRMATION REPORT CASE No. 93-04-24-2203-21 DISCHARGE SOURCE:

Salem Generating Station Circulating Water Intake Structure Heating System Expansion Tank An estimated one-half (1/2) gallon of ethylene glycol/water mixture was released due to a leak in the expansion tank associated with the circulating water intake structure heating system. The mixture dripped to the floor and subsequently into a floor drain which drains to one of the six circulating water intake bays. Circulating water is pumped from each intake bay to the facility's once-through non-contact cooling water system at a rate o~ approximately 370,000 gallons per minute before being returned to the Delaware River approximately SOOfeet offshore.

The discharge occurred through DSN 481 which is one of the six circulating water system outfalls regulated under the facility's New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0005622.

The leaking expansion tank was discovered during a routine system walkdown at 2147 hours0.0248 days <br />0.596 hours <br />0.00355 weeks <br />8.169335e-4 months <br />. While the exact cause of the leak could not be determined, it was apparently the result of damage to the tank and associated piping during previous activities in the area .

Salem Generating Station Circulating Water Intake Structure Heating System Expansion Tank An estimated one pint of ethylene glycol/water mixture was released due to a leak in the expansion tank associated with the circulating water intake structure heating system. The mixture dripped to the floor and subsequently into a floor drain which drains to one of the six circulating water intake bays.

Circulating water is pumped from each intake bay to the facility's once-through non-contact cooling water system at a rate of approximately 370,000 gallons per minute before being returned to the Delaware River approximately 500 feet offshore.

The discharge occurred through DSN 481 which is one of the six circulating water system outfalls regulated under the facility's New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0005622.

The leaking expansion tank was discovered during a routine system walkdown at 0830 hours0.00961 days <br />0.231 hours <br />0.00137 weeks <br />3.15815e-4 months <br />. The source of this leak was the same expansion tank discussed in the confirmation report for Case No.

93-04-24-2203-21, (see Attachment 1). Apparently the make-up valve, which was isolated after the first leak, leaked through causing the system to ref ill to the point where the expansion tank leaked again *
