Amendment 16 reply Ed, Please review and pass on this preliminary response to Amendment 16.It looks like we' need to speak with them about this. Our SE for BWR VIP-74 states that an accetable method for performing the ax/al weld failure probability TLAA for license renewal is to determine the mean RT-NDT for the limiting axial weld at the end of the extended operating period and to verify that it is less than the results specified in Table 3 of the 3/7/2000 BWR VIP-05 SER supplement.

Therefore, even though the limiting mean RT-NDT values for the analyses in the 3/7/2000 BWRVIP-05 SER supplement are for a 40 year operating period, they were determined to generate an accurate and acceptable axial weld failure probability value. Therefore, if the spediic license renewal mean RT-NDT value (projected to 54 EFPY) remains bounded by the limiting mean RT-NDT value from the the BWRVIP-05 SER Supplement, it can be concluded that the axial weld failure probability will remain less than the maximum acceptable axial weld failure frequency of 5 E-6 per reactor-operating-year (from the BWR VIP-05 supplement) for the extended period of operation.
