By letter dated October 5, 2020 (Agencywide Documents Access and Management System
[ADAMS] Accession No. Main Library [ML] ML20283A292), as supplemented on December 10, 2020 (ADAMS Accession No. ML20346A047), February 25, 2021 (ADAMS Accession No.ML21063A104), and March 17, 2021 (ADAMS Accession No. ML21077A103)(non-public OUO-Security Related Information)), Holtec Decommissioning International, LLC (HDI) submitted a license application request seeking U.S. Nuclear Regulatory Commission (NRC) review and approval of the Pilgrim Nuclear Power Station Physical Security Plan revision and license amendment application to incorporate alternative measures. We are near completion of our review of this amendment application for the Pilgrim Nuclear Power Station.
The proposed no significant hazards consideration determination for this submittal was noticed in the Federal Register on February 2, 2021. I am providing a copy of the Federal Register Notice (FRN), attached, per Title 10 of the Code of Federal Regulations (10 CFR) 50.91(b)(2). The proposed no significant hazard determination is addressed by the licensee its application (Pages 2-4 of Attachment 1, ADAMS Accession No. ML20283A292) and the NRCs proposed no significant determination is addressed in the FRN (attached). We are considering finalizing this determination. Also, we believe a Categorical Exclusion would apply.
If the Commonwealth of Massachusetts has comments on this license amendment request, please e-mail me your comments or provide an email stating that you do not have any comments by the close of business by May 6, 2021.
