RE: Cost Benefit Equation Terms Nate - this is covered in Section 5.7.1 of NUREG/BR-0184 (which I had included in the box of documents I sent at the outset of project), and it is also described in Section G.6.1 of our SAMA evaluation for Pilgrim (page G-30), and in the licensee's Environmental Report/SAMA submittal. Joe should have all of these.

Essentially, the cost (or averted cost if one is looking at an improvement) = the annual reduction in public exposure (in person-rem per year) x $2000 per person-rem x present value conversion factor (e.g., the factor is 10.76 for a 20-year period with a 7-percent discount rate.) Bob
