Pilgrim ISFI Only Technical Specifications License Application Review - Consultation with the Commonwealth of Massachusetts Date: Tuesday, July 13, 2021 8:46:00 AM Attachments: 2021-07632.pdf Hello Ms. Phillips, By letter dated March 17, 2021 (ADAMS Accession No. ML21076A404), as supplemented by letter dated May 28, 2021 (ADAMS Accession No. ML21148A199), pursuant to the provisions of 10 Code of Federal Regulations (CFR) 10 CFR 50.90, Holtec Decommissioning International, LLC (HDI) submitted a license application request (LAR) seeking U.S. Nuclear Regulatory Commission (NRC) review and approval of proposed changes to the Renewed Facility License and associated technical specifications (TS) for Pilgrim Nuclear Power Stations (Pilgrim). Specifically, the LAR is for the approval of proposed changes to the to reflect permanent removal of spent fuel from the spent fuel pool (SFP) and its transfer to dry cask storage within an on-site controlled Independent Spent Fuel Storage Installation (ISFSI). Specifically, HDI states in its application that:
Once all spent fuel assemblies have been transferred to one of the site controlled ISFSI locations, all remaining LCOs [limiting conditions for operation] and associated Surveillance Requirements (SRs) will no longer be applicable and are proposed for deletion. The proposed FL [facility license] and TS revisions reflect the removal of all spent fuel from the SFP and will become applicable only after the last spent fuel assembly has been removed from the SFP and stored in an ISFSI. The revised TS will be referred to as the ISFSI Only Technical Specifications (IOTS).
The Commission issued proposed finding that the amendment involves no significant hazards consideration published in the Federal Register on April 20, 2021 (86 FR 20526), see attached,. The proposed no significant hazard determination is addressed by the licensee its application dated March 17, 2021. I am providing a copy of the Federal Register Notice (FRN), attached, per 10 CFR 50.91 (b)(2). The supplemental information provided by the license on May 28, 2021 does not change the scope nor the NRC staffs proposed no significant hazards consideration determination published on April 20, 2021.
We are considering finalizing this determination. Also, we believe a Categorical Exclusion would apply.
