By letter dated March 17, 2021 (Agencywide Documents Access and Management System Accession (ADAMS) No. ML21085A596), as supplemented on June 22, 2021 (ADAMS Accession No. ML21173A328), pursuant to the provisions of 10 Code of Federal Regulations (CFR) 50.4, 10 CFR 50.54(p), 10 CFR 73.55(r), and 10 CFR 50.90, Holtec Decommissioning International, LLC (HDI) submitted a license application request (LAR) seeking U.S. Nuclear Regulatory Commission (NRC) review and approval of proposed changes to the Renewed Facility License for Pilgrim Nuclear Power Stations (Pilgrim). Specifically, the LAR is for the approval of proposed changes to the Pilgrim Independent Spent Fuel Storage Installation (ISFSI)-Only Security, Training and Qualification, and Safeguards Contingency Plan, Rev. 0. The supplement to the application, dated June 22, 2021, provided additional information that clarified the application, but did not expand the scope of the application as originally noticed and did not change the NRC staff's original proposed no significant hazards consideration determination as published in the Federal Register (FR) on June 1, 2021 (86 FR 29302). The proposed no significant hazard determination is addressed by the licensee its application dated March 17, 2021. I am providing a copy of the Federal Register Notice (FRN), attached, per 10 CFR 50.91 (b)(2).
We are considering finalizing this determination. Also, we believe a Categorical Exclusion would apply.
If the Commonwealth of Massachusetts has comments on this license amendment request or our proposed no significant hazards determination, please e-mail me your comments by Close of Business August 10, 2021. If you do not have comments, I would appreciate it if you would please provide an email that you have no comments by COB August 10, 2021.
