Republic Steel Corporation Model " Safety Ray" detector systems detect the presence or absence of noving objects in steel rolling mill operations and are suitable for distribution to persons generally licensed. The Model " Safety Ray" source holder consists of one Monsanto Research Corporation Model 2700 or Amersham /Searle Model AMC sealed source held in a rear position of a 1 inch thick walled cylinder of Type 304 stainless steel. Ghe rear end plate of 1 inch thickness, the recessed 10 mil thick window On the 1/4 inch thick foreplate are also constructed of Type 304 stainless steeld The source holder measures 6-9/16 long by 3 inches diameter. The assembly is held together by tamper proof _ bolts.

In all directions but in that of the inch diameter beam port, up to one inch of steel shielding is provided. No shutter or source movement is provided, and once the shipping cover plate is removed the device remains in.an "On" position.

LABELING:

Labels constructed of 1/8 inch thick Type 316 stainless steel are engraved with markings (legible to 950"F) which satisfy requirements set forth in 10 CFR Part 32,Section32.51(a)(3) including markings substantially similar to the following:

" Caution, Radioactive Material; the receipt, possession, use and transfer of this device are subject to a general license and the Regulations of the U.S NRC or an Agreement State. Removal of this label is prohibited; this label shall be maintained in a legible condition. See instruction manuals before installation, operation or servicing." " Republic Steel Corporation.

EXTERNAL RADIATION LEVELS:

In the beam center, maximum radiation levels are as follows: at the window - 10 mr/hr, at one foot from the window - 4 mr/hr, and at 6 feet - less than 1 mr/hr.

Nearest access by personnel to the low level radiation beam while a mill is in operation is typically 15 to 20 feet. When the mill is not in operation, Republic Steel Corp. states that a person would have to work in the beam for 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> per week to exceed 10% of the limits set forth in 10 CFR 20.101 and that this is extremely unlikely. It is unlikely that any person would receive an

LINITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

The device is designed to operate in up to 400*C environments and in a hot moist

    • mosphere. Apparently, the device can be safely operated by persons not having training -in radiological safety. '

' Republic Steel Corp furnishes an instruction manual which provides step by step instructions and precautions concerning installation, operation and safety. The manual contains the following representations:

1. " Maintenance, repair and initial radiation survey of devices containing i t r.dioactive material, leak testing, installation, replacewent and disposal of sealed sources containing radioactive material used in this device can only be performed by persons holding a specific license."

The safety Ray contains a 1.1 curie americium-241 sealed source.

It is in the form'of an oxide mixed with aluminum powder and compacted into a solid water having an active diameter of ono  ;

capsule having a thin stainless steel window that provides a source of 60 Kev gamma rays. The source capsule is further protected by a stainless steel assembly that provides at least' one inch of additional shielding in all directions except in the beam path. additional recessed stainless steel window further protects the

  • source from damage. No shutter mechanism is required due to the low radiation levels on all surfaces of the sourco holder.

However, as en added precaution an additional steel plate is '

placed in the beam window to minimize ~the radiation.oxposure that F

~ might occur during shipping and installation procedures. This temporary shield is removed when the system is ready to=be placed ,

QUALITY ASSURAN_GEJND CONTILQL1 The manufacturer has a quality assaranco and control program that has been previously deemed acceptable for licensing purposes by the NRC. A copy of the program is on file with the Source containment and Devicos Branch.

  • The device shall be distributed enh to persons specifically licensed by the NPC or an Agrooment State
  • The device shall be leak tested at 6 month intervals using techniques capable of detecting 0.005 microcurie of removable contamination.

The Model " Safety Ray" source holder consists of one Monsanto Research Corporation Model 2700 or Amersham /searle Model AMC sealed source held in a rear position of a 1 inch thick walled cylinder of Type 304 stainless steel. The source holder measures 6-9/16 long by 3 inches diameter. The assembly is held together by tamper proof bolts. In all directions but in that of the inch diameter beam port, up to one inch of steel shielding is provided. No shutter or source movement is'provided, and once the shipping cover plate is removed the device remaine in-an "On" position. DIAGRAM: See attachments 1. Nearest access by personnel to the low level radiation beam while a mill is in operation is typically 15 to 20 feet. When the mill is not in operation, Republic Steel Corp. states that a person would have to work in the beam for 10 hours per week to exceed 10% of the limits set forth in 10 CFR 20.101 and that this is extremely unlikely. It is unlikely that any person would receive an external radiation dose or dose commitment in excess to levels specified in 10 CFR 32, ~lection 32.51. OUALITY ASSURANCE AND CONTROL: 3 The Republic Steel Corporation maintains a quality assurance and control program which has been deemed acceptable for licensing purposes by NRC. l The Safety Ray contains a 1.1 curie americtua-241 sealed source. It is in the form

of an oxide mixed with aluminum powder and compacted into a solid wafer having an

> active diameter of one inch. This source is sealed in a heliarc welded stainless steel capsule having a thin stainless steel window that provides a source of 60 Kev

gama rays. The source capsule is further prc,tected by a stainless steel assembly that provides at least one inch of additional shielding in all directions except in the beam path. In this direction a collimator assembly and an additional rer.essed

< stainless steel window further protects the source from damage. No shutter mechanism is resuirtd due to the low radiation levels on all surfaces of the source holder. Howeste, as an added precaution an additional steel plate is placeu in the beam windew to minimize the rarliatior, exposure that might occi.r during shipping and installation procedures.-This temporary shield is removed when the system is ready to be placed ir, service. The cobalt-60 source d was transferced to the new facility at Edison Park on August 6,1985. " l An initial survey was taken with the source in the shielded position, .1 ' ' and all surveyed areis showed the radiation levels to be well below 0.5 J mr/hr. The attached information shows a more recent survey with the source in the shielded position verifying the less than 0.0 mr/hr levels. 4 o k The calibration facility had not been operational prior to Tuesday. 1 o September 3,1985. The required radiation safety equipment was installed w during this period, including the continuous radiation monitoring i N device, and the appropriate interlocks. The attached survey with the s 1 source in the unshielded position was performed on September 3,1985, 1 l b It indicates that all surveyed areas, including areas adjoining the ' l p calibration facility, have less than 0.5 mr/hr maximum radiation levels. a \$ h To achieve these low levels, two shields of solid concrete blocks have j -T been installed in the calibration facility. They are noted on the drawings showing the surveys.
