I indicated that Revision 3 to the Cooper Nuclear Station (CNS) Strategy for Achieving Engineering Excellence (Strategy) would be submitted to inform the Nuclear Regulatory Commission (NRC) of any significant changes to the Strategy as requested in Reference 2. The District committed to submit this correspondence by March 31,1999. This revision is intended to 1) update the Strategy based on performance to date (action item completion and effectiveness review feedback),2) address additional issues and insights gathered during 1998 assessments, evaluations, and inspections, and 3) improve the efficiency and effectiveness of Strategy implementation by better integration of resource needs and priorities.

The District requires additional time to finalize and approve Revision 3 and to ensure that the Strategy is consistent with the District's business plan. Tin District would also like to discuss the details of the proposed revision to the Strategy with the appropriate NRC Region IV Staff prior to the formal submission. The District believes this creates an excellent opportunity to continue the frank and open dialogue with the NRC regarding the evolution of the Strategy. One opportunity for this discussion is the next Focus Meeting between the FRC and the District, tentatively scheduled for early May in Arlington, Texas. The District will formally submit Revision 3 of the Strategy to the NRC Document Control Desk by May 19,1999.
