" The.GL requested that licensees certify that procedures exist which contain. time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other_onsite power sources for VIB,.and-tie, breakers. If. procedures do not exist, a justification demonstrating the

reasons why.the controls are not neeJed is requested.
