COMPOSITION ANDRESPONSIBILITY OFUNITORGANIZATION

Theunitorganizations aredepictedinFigure1.2.1.Eachmemberoftheunitstaffshallmeetorexceedtherequirements ofANSI/ANS-3.1 1981exceptthatincumbent membersoftheUnit1operating staffasofJanuary1,1985shallnotberequiredtomeetthepreappointment educational experience requirements whichexceedthoseatthetimeoftheirappointment.
Priortocommercial operation, theUnit2organization issupplemented bytheTestEngineering Groupwhichisnotincludedinthisprocedure.
Thenumbersofparsonsineachpositionshallbeassignedaccording toneed.Maintenance, Radiation Management, Technical andAdministrative-Clerical personnel areassignedfromtheSiteOrganization.

Allpersonswithmanagement orsupervisory responsibility arerequiredtoexercisesurveillance overtheactivities forwhichtheyareresponsible bybothdirectpersonalobservation andreviewofreportsandrecords.Thisprocedure describes thestationorganization forUnit1andUnit2asofthecompletion ofthepowerascension testsand/orfullloadcommercial operation.

3.2UnitMaintenanceSuervisorTheUnitMaintenanceSupervisorsintheMaintenanceDepartmentareresponsiblefordirectsupervisionthroughtheAssistantMaintenanceSupervisorsofmaintenancepersonnelassignedtoastationunit.TheyreceiveworkassignmentsdirectlyfromtheStationSuperintendentandtechnicalandadministrativeguidancefromtheSiteMaintenanceSuperintendents.MaintenanceemployeesareassignedtotheAssistantMaintenanceSupervisorsbytheElectricalorMechanicalMaintenanceSuperintendentsasrequired.TheyareresponsiblethatallmaintenanceisperformedinaccordancewithapprovedproceduresandthatmaterialsusedforrepairandmaintenanceofsafetyrelatedsystemsarecertifiedforusewiththosesystemsasprovidedinAdministrativeProcedures.The~MaintenanceSupervisorsineachunitareassistedbyMaintenanceCoordinatorsandMaintenanceEngineersasrequired.MaintenanceSupervisorsarealsoresponsiblethatworkperformedundertheirsupervisionisperformedbyqualifiedpeopleandthattherulesandproceduresforindustrialsafetyandradiationprotectionarefollowedbyallpersonnelundertheirsupervision.3.3UnitSupervisorChemistryandUnitSupervisorRadiationProtectionTheUnitSupervisorsandTechnicalSpecialistsforChemistryandRadiationProtectionareresponsibleforthedirectsupervisionofallworkperformedbyChemistryandRadiochemistry,andRadiationProtectionTechnicians..Theyareresponsiblethatpersonsworkingunder-theirdirectionarequalifiedforthetasksassignedandthattherulesandproceduresforindustrialsafetyandradiationarefollowedbyallpersonsundertheirsupervision.TheyreceiveworkassignmentsfromtheStationSuperintendentandtechnicalandadministrativeguidancefromtheSupervisorChemistryandRadiationProtection.TheUnitSupervisorRadiationProtectionisresponsibletotheStationSuperintendentthatproperpostingandaccesscontrolisprovidedforallradiation,highradiationandcontaminationareas,andthatallsampling,surveys,andsurveillanceperformedunderhissupervisiononsafetyrelatedsystemsiscompletedasscheduledinaccordancewithapprovedprocedures.TheUnitSupervisorChemistryisresponsibletotheStationSuperintendentthatallprocesssamplingandchemistryrelatedsurveillanceandlaboratoryworkislikewisecompletedasscheduledandinaccordancewithapprovedprocedures.TheUnitSupervisorsandTechnicalSpecialistsmaybeinterchangeaasdesiredbytheSupervisorChemistryandRadiationProtectiontoincreasethedepthoftheirexperience.WhenneededthereshallalwaysbeseparatesupervisorsconcentratingonChemistryorRadiationProtection.AP-1.2-3November1984 f

Maintenance Supervisors arealsoresponsible thatworkperformed undertheirsupervision isperformed byqualified peopleandthattherulesandprocedures forindustrial safetyandradiation protection arefollowedbyallpersonnel undertheirsupervision.
3.3UnitSupervisor Chemistry andUnitSupervisor Radiation Protection TheUnitSupervisors andTechnical Specialists forChemistry andRadiation Protection areresponsible forthedirectsupervision ofallworkperformed byChemistry andRadiochemistry, andRadiation Protection Technicians.
.Theyareresponsible thatpersonsworkingunder-theirdirection arequalified forthetasksassignedandthattherulesandprocedures forindustrial safetyandradiation arefollowedbyallpersonsundertheirsupervision.

TheUnitSupervisor Chemistry isresponsible totheStationSuperintendent thatallprocesssamplingandchemistry relatedsurveillance andlaboratory workislikewisecompleted asscheduled andinaccordance withapprovedprocedures.
TheUnitSupervisors andTechnical Specialists maybeinterchangea asdesiredbytheSupervisor Chemistry andRadiation Protection toincreasethedepthoftheirexperience.

COMPOSITION ANDRESPONSIBILITY OFUNITORGANIZATION

1.0 PURPOSEThisprocedure

describes theorganizations whichoperateUnit1andUnit2.ItrelatestheUnitOrganization totheSiteOrganization andoutlinesthefunctions andrelationships ofpersonnel.

TheSiteOrganization isdescribed inAP-1.1andtheAdministration ofOperations isdescribed inAP-4.0.2.0SCOPETheUnitorganizations forUnit1andUnit2areessentially identical.

Theunitorganizations aredepictedinFigure1.2.1.Eachmemberoftheunitstaffshallmeetorexceedtherequirements ofANSI/ANS-3.1 1981exceptthatincumbent membersoftheUnit1operating staffasofJanuary1,1985shallnotberequiredtomeetthepreappointment educational experience requirements whichexceedthoseatthetimeoftheirappointment.

Priortocommercial operation, theUnit2organization issupplemented bytheTestEngineering Groupwhichisnotincludedinthisprocedure.

Thenumbersofparsonsineachpositionshallbeassignedaccording toneed.Maintenance, Radiation Management, Technical andAdministrative-Clerical personnel areassignedfromtheSiteOrganization.

Individual gobdescriptions areincludedinAP-1.3,Personnel Qualifications, Responsibilities andAuthority whichisincludedaspartoftheAdministrative Procedures.

Thedescriptions ofdutiesinthisprocedure, l.2,areprimarily todelineate jobrelationships.

Allpersonswithmanagement orsupervisory responsibility arerequiredtoexercisesurveillance overtheactivities forwhichtheyareresponsible bybothdirectpersonalobservation andreviewofreportsandrecords.Thisprocedure describes thestationorganization forUnit1andUnit2asofthecompletion ofthepowerascension testsand/orfullloadcommercial operation.

Thedutiesandresponsibilities oftheaugmented organization requiredduringthestartupphaseisdescribed inAP-1.4.Additional organization undertheStationSuperintendent Unit2whichisrequiredduringthepreoperational andacceptance phaseisdescribed inStartupAdministrative Procedure N-2SAP100.AP-1.2-1January1986

3.0 STATIONSUPERINTENDENT

EachStationSuperintendent isresponsible totheGeneralSuperintendent forthesafe,orderlyandefficient functional operation ofhisstation.TheStationSuperintendent isalsoresponsible forsurveillance, maintenance, industrial safety,radiation protection andfireprotection athisstationandforcompliance withtheQAprogram.Heshallbequalified tomeettheeligibility requirements foranNRCseniorReactorOperatorLicense(SRO)~Theoperating forcesreportbothfunctionally andadministratively totheStationSuperintendent.

Generaldirection ofoperations isprovidedthroughtheSuperintendent Operations andAssistant Superintendent Operations whointurndirecttheactivities oftheStationShiftSupervisors.

Toassistinthesafeandefficient operation ofthestation,theStationSuperintendent exercises directcontroloftheassignment ofworktomaintenance andtechnical personnel.

TheUnitMaintenance Supervisors, UnitInstrument andControlSupervisor, andUnitReactorAnalystSupervisor andUnitRadiation Protection andUnitChemistry Supervisors assignedtohisunitreceiveWorkRequestsandordersdirectlyfzomtheUnitStaffbyauthority oftheStationSuperintendent.

3.1Suerintendent 0erationsNuclearTheSuperintendent Operations Nucleardirectsthefunctional conductofshiftoperations andwhenrequiredperformsthedutiesoftheStationShiftSupervisor.

HeshallholdanNRCSeniorReactorOperator's Licensefozhisstation.IntheabsenceoftheStationSuperintendent heisdesignated toactasStationSuperintendent.

Assistants totheSuperintendent Opezations assistintheproduction ofspecialreportsandinvestigations andinroutineadministrative functions.

TheSuperintendent Operations Nuclearandhisstaffareresponsible forthesurveillance assignedtothemaccording totheapprovedschedule, thatoperations areperformed according toapprovedprocedures byproperlyqualified personsandthattherulesandprocedures forindustrial andradiological safetyarefollowedbyallpersonnel forwhichtheyareresponsible.

3.1.1Assistant Suerintendent 0erations, NuclearAssiststheSuperintendent Operations, Nuclearinthedirection ofactivities oftheOperations Department ofanuclearstationonaday-toMay basistoinsuresafe,orderlyandefficient plantoperation.

HeshaD.holdanNRCSeniorReactorsOperators Licenseforhisstation.IntheabsenceoftheSuperintendent Operations, Nuclear,heisdesignated toactasSuperintendent Operations, Nuclear,unlessactingasStationShiftSupervisor.

Hisdirection oftheactionsoftheoperating stationshallbechanneled throughtheondutyStationShiftSupervisor.

3.2UnitMaintenance SuervisorTheUnitMaintenance Supervisors intheMaintenance Department areresponsible fordirectsupervision throughtheAssistant Maintenance Supervisors ofmaintenance personnel assignedtoastationunit.Theyreceiveworkassignments directlyfromtheStationSuperintendent andtechnical andadministrative guidancefromtheSiteMaintenance Superintendents.

Maintenance employees areassignedtotheAssistant Maintenance Supervisors bytheElectrical orMechanical Maintenance Superintendents asrequired.

Theyareresponsible thatallmaintenance isperformed inaccordance withapprovedprocedures andthatmaterials usedforrepairandmaintenance ofsafetyrelatedsystemsarecertified forusewiththosesystemsasprovidedinAdministrative Procedures.

The~Maintenance Supervisors ineachunitareassistedbyMaintenance Coordinators andMaintenance Engineers asrequired.

Maintenance Supervisors arealsoresponsible thatworkperformed undertheirsupervision isperformed byqualified peopleandthattherulesandprocedures forindustrial safetyandradiation protection arefollowedbyallpersonnel undertheirsupervision.

3.3UnitSupervisor Chemistry andUnitSupervisor Radiation Protection TheUnitSupervisors andTechnical Specialists forChemistry andRadiation Protection areresponsible forthedirectsupervision ofallworkperformed byChemistry andRadiochemistry, andRadiation Protection Technicians.

.Theyareresponsible thatpersonsworkingunder-theirdirection arequalified forthetasksassignedandthattherulesandprocedures forindustrial safetyandradiation arefollowedbyallpersonsundertheirsupervision.

Theyreceiveworkassignments fromtheStationSuperintendent andtechnical andadministrative guidancefromtheSupervisor Chemistry andRadiation Protection.

TheUnitSupervisor Radiation Protection isresponsible totheStationSuperintendent thatproperpostingandaccesscontrolisprovidedforallradiation, highradiation andcontamination areas,andthatallsampling, surveys,andsurveillance performed underhissupervision onsafetyrelatedsystemsiscompleted asscheduled inaccordance withapprovedprocedures.

TheUnitSupervisor Chemistry isresponsible totheStationSuperintendent thatallprocesssamplingandchemistry relatedsurveillance andlaboratory workislikewisecompleted asscheduled andinaccordance withapprovedprocedures.

TheUnitSupervisors andTechnical Specialists maybeinterchangea asdesiredbytheSupervisor Chemistry andRadiation Protection toincreasethedepthoftheirexperience.

Whenneededthereshallalwaysbeseparatesupervisors concentrating onChemistry orRadiation Protection.
