COMPOSITION AND RESPONSIBILITY OF SITE ORGANIZATION 1.0 PURPOSE This procedure describes the organization which serves the entire site both Unit 1 and Unit 2. It relates the site organization and the functions of it's staff to the Unit operating organizations The Unit Organizations are described in AP-1.2.

SCOPE The site organization described in this procedure is confined to the personnel and facilities assigned to the General Superintendent, Nuclear Generation for operation and maintenance of Unit 1 and Unit 2~ It is not intended to include the Unit 2 construction organization or the Startup and Test organization covered in the Startup Administrative Procedures for Unit 2.

2.0 Site Or anization The Site Organization is depicted in Figure 1.1.1. The Unit organizations on this chart are represented only by the Station Superintendentsi The details of the unit organizations under the exclusive management of the Station Superintendents Unit 1 and Unit 2 are shown in Figure 1.2.1, AP-1.2. These figures are the same in content as Figure 6.2.2 in the FSAR for Unit 1. Individual job descriptions of Nine Mile Point personnel are included in AP-1.3, Personal gualifications Responsibilities and Authority, which is included as part of the Administrative Procedures. Site personnel sha11 meet or exceed the requirements of ANSI/ANS 3il-1981 except that incumbents as of January 1, 1985 shall not be required to meet the preappointment educational and experience requirements which exceed those at the time of their appointments Duty descriptions in this procedure, AP-1.1 and AP-1.2 are primarily to delineate job relationships.

All persons with management or supervisory responsibility are required to exercise surveillance over the activities for which they are responsible by both direct personal observation and review of reports and records. These individuals are also responsible for ensuring compliance with the site Radiation Protection program and supporting the radiation protection organization in formulating and implementing a site program for maintaining radiation exposures as low as reasonably achievable.

Technical Specifications as of November 1984 require ANSI-N18.1-1971. Use of ANSI/ANS 3.1<<1981 continues compliance with present Technical Specifications and assures compliance with the expected license requirements for Unit:.2.

3.0 SITE DESCRIPTION The Nine Mile Point Nuclear Site owned by Niagara Mohawk Power Corporation is comprised of the westezn half of a 1500 acre reservation, the eastern half of which constitutes the James A.

FitzPatrick Nuclear Power Plant Site of the New York Power Authority. Niagara Mohawk has exclusive control over the Nine Mile Point Site. From about midpoint eastward, the installations on the site are (1) The Meteorological Tower, (2) The Simulator and Training Center, (3) The Energy Information Center, (3) Unit 1, and (4) Unit

2. The Information Center and the Meteorological Tower serve both the Nine Mile Point and FitzPatrick plant sites.

4.0'ENERAL SUPERINTENDENT NUCLEAR GENERATION The General Superintendent Nuclear Generation shall be zesponsible for overall facility operation and shall delegate in writing the succession of this responsibility during his absence. This responsibilty includes the safe and efficient operation, maintenance and testing of all generating units on site; the safeguarding of the general public and all on site personnel from excessive radiation exposure; industrial safety; implementation of the Fire Protection Program and Emergency Plan and Procedures; compliance with the Quality Assurance Program; authorization for access to the site and to vital areas, and adherence to the operating licenses and Technical Specifications.

In the event of serious abnormal conditions the General Superintendent, Acting General Superintendent, or a Station Superintendent have authority to shut down any station operating unit and initiate the Emergency Procedures. The detailed succession to and implementation of authority during emergencies is described in the Emergency Plan and Proceduresi 4.1 Station Su erintendents Unit 1 and Unit 2 The Station Superintendents repor t directly to the General Superintendent. Their duties and responsibilities are described in AP-1.2 and AP-1.3 ~

4.2 Administrative Assistant Nuclear Administration and Plannin This position is activated at the pleasure of the General Superintendent Nucleaz Generation. The Administrative Assistant developes and recommends plans, policies and procedures for the overall opezation of the Nine Mile Point Nuclear Station. He acts for the General Superintendent to provide administrative direction to station management for timely implementation of plans and commitments.

4.3 Site Su erintendent Maintenance, Nuclear The management of station electrical, mechanical, and s tructural maintenance is under the direction of the Site Superintendent, Maintenance, Nuclear. He is assisted in his duties by the Superintendent Electrical Maintenance and Superintendent Mechanical Maintenance, Nuclear. Supervisors Mechanical and Electrical Maintenance, Nuclear provide intermediate supervision and act for the mechanical or electrical superintendent in the event of a vacancy or absence. Assistant maintenance supervisors provide direct supervision for the electricians and mechanics through electrical and mechanical maintenance foremen. Designated supervisors report administratively to the Superintendent Maintenance and functionally to one of the Station Superintendents.

The Site Superintendent, Maintenance and his staff are responsible for the scheduling and conduct of all surveillance, inspection, and preventative maintenance programs assigned to them and for the radiation protection and industrial safety of all personnel working under their direction. They are also responsible that all work is performed by qualified personnel according to approved procedures.

4.4 Technical Su erintendent Nuclear Generation Management of the technical and clerical staff is under the direction of the Technical Superintendent, Nuclear Generation, who is responsible to the General Superintendent - Nuclear Generation. He is responsible for the proper execution of technical and clerical work in the station. He has under his direction the Superintendent Technical Services, the Supervisor Pire Protection, the Planning Coordinator, the Supervisor Administrative Services, and the Superintendent Inservice Inspection.

The Technical Superintendent and supervisors reporting to him have the responsibility for the scheduling and conduct of all surveillance, testing, and preventative maintenance assigned to them and for the industrial safety and radiation protection of all personnel working under their direction. They are also responsible that all work is performed by qualified personnel according to approved procedures.

4.4.1 Su erintendent Technical Services The Superintendent Technical Services provides technical and administrative guidance for Instrumentation and Control, the Reactor Analyst, Computer Operations and Maintenance and the Site Technical Support Staff.

4.4.1.1 Su ervisor, Reactor Anal st The Reactor Analyst Supervisor, the Unit Reactor Analyst Supervisor are on the Site Technical Staff and assist in the operation of station on a functional basis. They provide guidance for the management of fuel in the reactor and in on site storage. They maintain performance and fuel accountabilty records.

4.4.1.2 Su ervisor, Instrument and Control The Instrument and Control Supervisor provides technical and adminstrative guidance for the maintenance and calibration of instruments and contx'ols. The Unit Instrument and Control Supervisors work under his guidance. He assigns technicians as" required. Assistant Instrument and Control Supervisors and I&C Coordinator are assigned to provide technical and supervisory assistance to the Instrument and Control Supervisor and the Unit Supervisors.

4.4.1.3 Su ervisor Com uter 0 erations and Maintenance This supervisox is responsible for the proper operation of the station process computer the security computers, the document contz'ol computer, the outage management and scheduling computer, site applications on the Niagara Mohawk system computers and the opex'ation and maintenance of the various mini and micro computers used on the site for process and results applications. He has under his direction an assistant supervisor, technical assistants and technicians. The Supervisor computer operations and Maintenance also provides an interface with the Niagara Mohawk Department of Management Systems and Services where required.

4.4,1.4 Su ervisor Technical Su ort The Supervisor and the Assistant Supervisor Technical Support are in charge of the coordination of the activities of the General Site Technical Support Staff. This staff is composed of engineers of diverse training and experience, who may be assigned on special projects within the Technical Department or are temporarily assigned to the Station Superintendent or Maintenance Superintendent.

4.4.2 Su ervisor Fire Protection The Fire Protection Supervisor provides technical direction for general planning, testing, inspection and overseeing of the station fire protection activities. Periodic testing of the systems and portable equipment is performed by shift fire protection personnel under the technical direction of the Fire Protection Supervisor.

He has under his direction an Assistant Fire Protection Supervisor, Shift Chief Nuclear Fire Fighters and fire brigade Nuclear Fire Fighters.

4.4.3 Plannin Coordinator The Planning Coordinator is especially concerned with preparations for and management of the logistics and scheduling of unit refueling and overhaul outages. He also is responsible for the overall scheduling, records management and coordination of activities in connection with station maintenance, modifications and preventative maintenance. The Planning Coordinator has under his direction an Assistant Planning Coordinator and clerical personnel as required.

4,4 ~ 4 Su ervisor Administrative Services Supervision of the site and unit office functions is under the direction of the Supervisor, Administrative Services. He is responsible for the maintenance and distribution of records and reports prior to turnover to the Central Piles Department. He is also responsible for the publication of reports and procedures pertaining to site administration. He maintains the records on the assignment of keys and key cards.

Assisting the Supervisor Administrative Services are the Assistant Supervisor Administrative Services and the Supervisor Stenographic Services. The Supervisor ,Stenographic Services operates a word processing center which is particularly concerned with the publication, maintenance and distribution of procedures. The Assistant Supervisor Administrative Services assists the Supervisor Administrative Services in the management and coordination of administrative services and is particularly concerned with fiscal aspects of management.

4.4.5 Su erintendent Inservice Ins ection Nuclear The Superintendent Inservice Inspection is responsible for the programs of inservice inspections of materials and pump and valve inservice inspections and testing as required by the operating license. He has Inservice Inspection Specialists and inspectors reporting to him for implementation of the programs.

4.5 Su erintendent of Chemistr and Radiation Mana ement The Superintendent of Chemistry and Radiation Management is responsible for the chemistry, radiochemistry, xadiation protection and emergency planning requirements of the stations. He also coordinates the chemical and radiochemical aspects of the effluent and environmental monitoring to ensure the maintenance of site criteria. In the event of radiation hazards he has the authority to shut down the station if, in his opinion, a shut down is required.

If necessary, he is permitted to go outside the site to whatever higher levels of Niagara Mohawk operating supervision is required.

Under his direction is the Supervisor Chemistry and Radiation Protection the Supervisor Radiological Support, and the Environmental Protection Coordinator.

4.5 Su erintendent of Chemistr and Radiation Mana ement (cont)

The Superintendent, Chemistry and Radiation Management and his staff are responsible that the procedures for the conduct of work under their direction are in accordance with Technical Specifications and applicable regulations and that surveillance, surveys, testing, and records maintained under their supervision are performed by qualified people according to approved procedures.

4.5.1 Su ervisor Chemistr and Radiation Protection The Supervisor, Chemistry and Radiation Protection has direct responsibility for the Radiation Protection Technicians, the Chemistry and Radiochemistry Technicians, the operation of the Chemistry and Radiochemistry Laboratory, and the Radiological Monitoring Equipment. He is assisted by a Supervisor Instrument Support, a Unit Supervisor Radiation Protection and a Unit Supervisor Chemistry assigned to each unit,. and Technical Specialists and Technicians as required by the work load.

4.5.1.1 Su ervisor Instrument Su ort The Supervisor Instrument Support is responsible for the maintenance and calibration of station monitoring and 'counting room instru-mentation and foz supervising technicians in the counting room.

4.5.2 Su ervisor Radiolo ical Su ort This supervisor has responsibility for coordinating and supervising the work of the Respiratory Protection Coordinator, the Radiological Engineers, the ALARA Coordinator, the Emergency Coordinator, and the Dosimetry Coordinator. The coordinators are assisted by Technical Specialists and Technicians as required.

4.5.2.1 Emer enc Coordinator This supervisor has responsibility for maintaining and modifying the Emergency Plan and Procedures as required, for maintaining the Emergency Plan Monitoring equipment and for the scheduling, operation and analysis of drills and other exercises of the Emergency Plan and Procedures. He has assistants as required.

4.5.2.2 ALARA Coordinator This supervisor is responsible for coordination of the ALARA program to assure that station personnel, visitors and contractors are performing their work so that radiation exposure is As Low As Reasonably Achievable. The ALARA Coordinator reviews normal and outage operations, maintenance, and modification activities and performs research as required to make recommendations to the Supervisor, Technical Support which will keep radiation exposure As Low As Reasonably Achievable.

4.5.2.3

~ ~ ~ Dosimet Coordinator This supervisor is responsible for coozdination of the dosimetry program to assure that radiation monitoring of station personnel, visitors and contractors is in adhexence with station radiation protection pzoceduzes. The Dosimetry Coordinator supervises dosimetry functions, the production and maintenance of dosimetry repozts, performs research as required to make recommendations to the Supervisor Technical Support which will improve the accuracy and usefullness of the radiation monitoring program.

4.5.2.4 Res irator Protection Coordinator The Respiratory Protection Coordinator is responsible for conduct of the respiratory protection program on site. He also assists the Superintendent Chemistry and Radiation Management in the implementation of the radiation protection and emergency plan programs on site.

4.5.2.5 Radiolo ical En ineers The Radiological Engineer or Engineers report to the Supervisor Radiological Support and provide studies, technical evaluations, czitical reviews, and provide technical support to the Chemistry and Radiation Management Department as requested.

4.5.3 Environmental Protection Coordinator This supervisor is responsible to review, evaluate, and coordinate all aspects of the environmen'tal protection program at the Nine Mile Point Site. Responsibilities include supervision of contractor activities and site staff to meet requirements of USNRC, USEPA, and NYSDEC regulatory specifications.

4.6 Su erintendent, Trainin The Superintendent, Training is xesponsible for the administration and coordination of all nuclear training and retraining programs for all Nine Mile Point Nuclear Site personnel, as well as any contracted and off-site support agency personnel to support nuclear operations and maintenance. He also has prime responsibility for use and operation of the Unit 1 and Unit 2 simulators for operator training.

He has under his direction Training Supervisors, Assistant Training Supervisors and Training Specialists as required.

He also has pxime responsibility for use and opexation of the Unit 1 and Unit 2 simulators for operator training.

UALITY ASSURANCE SUPERVISOR The Quality Assurance Supervisor and staff provide services in connection with the implementation of site operation, maintenance and modifications as requested by Site Managment in accordance with procedures issued under the authority of or with the concurrence of the General Superintendent Nuclear Generation. These consistent in part of tests and inspections requiring independent implementation.

Continuous monitoring and administration of quality assurance functions pertaining to operation, maintenance and routine testing is assigned to the Quality Assurance Supervisor Operations who is directly responsible to the Niagara Mohawk Manager of Quality Assurance. This includes periodic internal audits or equivalent surveillance of all plant departments to ensure that controlled materials are properly procured and handled in accordance with approved procedures; 'nd that all records pertaining to quality assurance are maintained according to approved procedures. Details of the quality assurance operation are included in the Site Quality Assurance Procedures and appropriate SAR requirements.

Organization for Quality Assurance is shown in Figure 1.1.2.

6.0 SAFETY REVIEW AND AUDIT The site safety review and audit organization is outlined in Figure 1.1.3 and in the FSAR's for Nine Mile Point Unit 1 and Unit 2. The committees shown in the figure serve to review the operation of both units on site.

7.0 SITE OPERATIONS REVIEW COMMITTEE This is composed of Supervisors attached to the site and directly responsible for the daily operation and environmental protection.

Responsibi1ities and procedures for committee operation are contained in the FSARs and in AP-3.4.1. The Station Superintendent Unit 1 or Unit 2 or a representative should be present at all meetings where matters concerning his station are on the agenda.

8.0 MATERIAL MANAGEMENT Responsiblity for materials management of the site is assigned to the Supervisor, Nuclear Generation Storeroom who is directly responsible to the Manager, Division Materials Management. Responsibility for material withdrawn from stores is assumed by the site management organization in accordance with AP-5.0, AP-6.0 and AP-7.0.

Materials Management personnel on site perform services as requested by site management in accordance with procedures issued under the authority of the General Superintendent Nuclear Generation.

9.0 INDUSTRIAL SAFETY An industrial safety supervisor is assigned to the site from the Niagara Mohawk Safety Department. He reports directly to the Central.

Division Manager of Safety and provides training and surveillance over personnel safety at the site with the exception of radiation protection.

He is responsible to observe hazards and hazardous practices or deviations from applicable safety regulations at the station and report these to the General Superintendent and Station Superintendents for remedial action.

10.0 Industrial security at the site is administered by the Niagara Mohawk Security Department. The Security Supervisor, Nuclear reports directly to the Manager System Security. Details are contained in the Nine Mile Point Security Plan and Procedures.

The Security Plan and procedures are subject to the review of the Site Operations Review Committee and approval of the General Superintendent Nuclear Generation.

llo0 OPERATION EXPERIENCE ASSESSM~~ COMMITTEE The Operating Experience Assessment Committee performs a continuous assessment of operating experience at the Nine Mile Point Nuclear Station. The persons serving the operating experience assessment function must be dedicated to concern for the safety of the plant.

Their function is to evaluate plant operations from a safety point of view. Responsibilities and procedures for the committee are given in AP-3 '.2 ~

12.0 TECHNICAL SAFETY REVIEW A Register of individuals qualified for technical safety reviews is maintained to meet the requirements of Technical Specification 6.5.2. Details are covered in AP-3.4.3.
