ME4936 AND ME4937) The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of STP Nuclear Operating Company (STPNOC or the applicant) held a telephone conference call on January 10, 2012, to discuss and clarify issues related to the applicant's responses to requests for additional information (RAls) on the applicant's aluminum-bronze Aging Management Program (AMP), for the South Texas Project, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the applicant's responses and identifying the staff's Issues for the RAls. Enclosure 1 provides a listing of the participants and Enclosure; 2 contains a listing of the issues discussed with the applicant, including a brief description of the status of the items. The participants indicated that the calls were useful in clarifying the questions discussed. Issues and discussions: The staff explained its general approach to evaluating the aging management of aluminum bronze components susceptible to selective leaching in terms of what will be needed: Given the large number of aluminum-bronze defects that have gone through-wall and the unknown condition of the underground pipe welds, the staff needs to be able to conclude that the analytical basis of this plant-specific phenomenon is adequate to demonstrate structural integrity throughout the period of extended operation. The applicant's analyses and discussions (in the RAI responses and others if necessary) should demonstrate an adequate basis for why emergent through-wall defects and undiscovered dealloying would be acceptable. The program should conduct sufficient inspections to determine the worst-case degradation occurring in the ten-year period prior to the period of extended operation. The program should conduct sufficient inspections to confirm that continued degradation during the period of extended operation is fully bounded by the applicant's assumptions. Discussion revolved around the following topics relative to the responses to RAls B2.1.37 -1 and B2.1.37 -2, in order for the staff to better understand the applicant's responses.
