By letter dated May 25, 2010, NextEra Energy Seabrook, LLC submitted an application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, to renew the Operating License No. NPF-86 for Seabrook Station, Unit 1 (Seabrook), for review by the U.S. Nuclear Regulatory Commission (NRC). This letter is to inform you of a change in the schedule for the Seabrook license renewal review.

The safety review schedule was modified with "TBD" (To Be Determined) as the milestone dates for issuing a final Safety Evaluation Report (SER) and convening the Advisory Committee on Reactor Safeguards (ACRS) full committee meeting, due to the uncertainty in the amount of time required to fully resolve the alkali-silica reaction (ASR) open item. By letter dated December 16, 2013, the staff issued a letter again revising the environmental and safety review schedules. This revision established a milestone for a second ACRS sub-committee meeting to discuss resolution of the ASR open item, also with "TBD" as its milestone date.

Dear Mr. Curtland:

By letter dated May 25, 2010, NextEra Energy Seabrook, LLC submitted an application pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, to renew the Operating License No. NPF-86 for Seabrook Station, Unit 1 (Seabrook), for review by the U.S. Nuclear Regulatory Commission (NRC). This letter is to inform you of a change in the schedule for the Seabrook license renewal review.

Regarding the staff's safety review, by letter dated May 31, 2012, the staff issued a letter revising the environmental and safety review schedules. The safety review schedule was modified with "TBD" (To Be Determined) as the milestone dates for issuing a final Safety Evaluation Report (SER) and convening the Advisory Committee on Reactor Safeguards (ACRS) full committee meeting, due to the uncertainty in the amount of time required to fully resolve the alkali-silica reaction (ASR) open item. By letter dated December 16, 2013, the staff issued a letter again revising the environmental and safety review schedules. This revision established a milestone for a second ACRS sub-committee meeting to discuss resolution of the ASR open item, also with "TBD" as its milestone date.

In the interests of greater transparency and planning, achievable milestone dates have been set for the second ACRS sub-committee meeting, SER publication and ACRS full committee meetings. These dates assume timely and adequate responses to staff RAIs and the staff's determination that the proposed activities to manage the effects of aging due to ASR, as well as all other open items, comply with 10 CFR Part 54.

Regarding the staff's environmental review, by letter dated July 2, 2014, the staff issued a letter revising the environmental review schedule. This revision established an October 2014 issuance date for the final Supplemental Environmental Impact Statement (SEIS). In finalizing the final SEIS, the staff has been reviewing all of the comments submitted on the draft SEIS issued in 2011 and has determined that more time is needed to ensure complete and up-to-date responses are provided. The new issuance date for the final SEIS is February 2015.
