Gentlemen By-letter (Serial Number 1840) dated May 10, 1.991. Toledo Edison (TE) s e mitted an application tor an amendment tc the Davis-Besse Nuclear Power Station (DBNFS), Unit 1, Operating License NPF-3, Appendix A, Technical Specificatione (TS). The proposed amendment affects the TS in Section 6.0 by revising the required Station Reviev Board (SRB) composition and revising various other organizational position titles.

In November, 1991, the NRC statf contacted TE to discuss the minimum experience qualifications to be stipulated for the SRB members in TS 6.5.1.2, SRB Compositicn. Toledo Edison had proposed in its license ament' ment application that the SRB members be "... at the supervisor level or above."

The NRC staff recommended that this be modified to "... members shall be, as a minimum, managers or individuals reporting directly to managers ..." and that the TS also require that the SRB members meet the applicable experience requirements of American National Standards Institute (ANSI) Nlb l-1971 Selection and Training of Nuclear Power Plant Personnel. . Staff Qualifications, which states that the minimum qualifications of ANSI N18.1-1971 must be met by the station staff in the positions comparable to those contained within the standard. Toledo Edison has reviewed the NRC staff's recommendations and, accordingly, proposes that the votding previously proposed for TS 6.5.1.2 in its Hay 10, 1991 application be inodified f rom:

The Station Review Board (SRB) shall be composed of at least six members of the Davis-Besse onsite management or6anization. The members shall meet the requirements of ANSI N18.1-1971, Sections 4.2, 4.4, or 4.6 for applicabic: required experience.

The SRB Chairman shall be drawn froe the SRB members and designated in vriting by the Plant Manager.

A matrix table which lists the DBNPS SRB discipline position and the applicable ANSI N18.1-1971 experience requirements for the individual filling the discipline position is provided as an attachment to this letter. This table is not to be included in the TS, but is provided here for clarification of experience requirements.

This proposed wording to TS 6.5.1.2 vill ensure that with the elimination of specific titles, the SRB vill continue to be comprised of experienced onsite management personnel with varied expertise closely involved with daily activities at the station. In addition, the applicable experience requirements of ANSI N18.1-1971 must be met by the SRB members. As a result, the conclusions of the Significant Hazard Consideration previously submitted to the NRC in its license amendment application, dated May 10, 1991, remain valid in that the proposed changes do not involve a significant hazard considerstion.
