By letter (Scrial Number 1840) dated May 10, 1991. Toledo Edison (TE) submitted an appilcation for an am(ndment to the Davis-Ber.se Nuclear i
Power Station (DBNIS)- Unit 1, Operating License NPF-3, Appendix A, Technical Specifications (TS). The proposed amendment affects the TS in Section 6.0 by revising the required Station Review Board (SRB) composition and_ revising various other organizational position titles.
In November, 1991, the NRC staff _ contacted TE to discuss the minimum experience qualifications to be stipulated for the SRB members in TS-6.5.1.2, SRB Composition. Toledo: Edison had proposed'in its license amendment application that_the SRB members be "... at the supervisor level or above."
The NRC staff recommended that this be modified to "... members shall be, as a minimum, managers or individuals reporting-directly to managers..." and that the TS also require that the SRB members meet the applicable experience requirements of-American National Standards 3
Institute (ANSI) N18.1-1971,- Selection and Training of Nuclear Power Plant Personnel. This reference is consistent with TS 6.3, Facility 9

In addition, the applicable experience requirements of ANSI N18.1-1971 must be met by.the SRB members. As a result, the conclusions of the Significant linrard Consideration previously submit ted to the NRC in its license.
