SUPPLEhENTAL SAFETY EVALUATION AND CLOSE0VT OF NRC STAFF REVIEW OF COOPER NUCLEAR STATION RELATED TO THE STATION BLACK 0UT RULE, 10 CFR 50.63 (TAC NO. M84613)

By letters dated August 22, 1991, and June 30, 1992, the NRC staff issued its Safety Evaluation (SE) and Supplemental Safety Evaluation (SSE) pertaining to the Station Blackout (580) Rule at Cooper Nuclear Station. The staff's SSE found the method proposed by Nebraska Public Power District for coping with an SB0 to be acceptable, with the exception of the weather analysis of extreme wind speeds. As a result, the staff determined that an emergency diesel generator (EDG) target reliability of 0.975 is required in order for the plant to have an SB0 coping time of 4 hou*s. In your analysis, by contrast, you had determined that an EDG target reliability of 0.95 is required. ,

You responded to the staff's SB0 SSE by letters dated August 11, and September 15, 1992. The last response followed a telecon on September 3, 1992. Based primarily on your latest response, the staff now accepts your determination of a 4-hour SBO. coping duration and a 0.95 EDG target reliability as discussed in the enclosed SSE, The documentation of your latest analyses to meet the 5B0 Rule should be included with the other documentation to be maintained by you in support of the SB0 Rule for possible future NRC audit.
