Request Changes to Quality Assurance Program l

This request is to inform you that the University of Missouri Research Reactor is withdrawing one of the l requested changes made in the letter dated January 26,1999. l The University of Missouri would find it useful to have the ability to make changes to the QA plan that do not decrease its effectiveness, llowever, we understand that 10CFR 71 does not allow this at this time.

Based on this, the University of Missouri withdraws the request listed as item 2 of the January 26,1999 letter.

The following is item two as listed in the January 26,1999 letter; "On page 4, a paragraph is added to allow changes to the QA prcyam that do not reduce the effectiveness of the program. The Reactor f Manager will authorize these changes and subsequently the Reactor Advisory Committee will review the /

changes. The changes will be submitted to the NRC as a follow-up. This would allow the same latitude in

.f this plan as is allowed in Security and Emergency plans approved by the NRC under 10 CFR 54(p) and 10 CFR 54(q)." The attached page 4 of the MURR QA Plan conforms to the 10CFR 71Fuidelines and should replace page 4 of the MURR QA plan submitted on January 26,1999.
