PROJECT REQUIREMENTS FOR PALISADES NUCLEAR PLANT PCS RELIEF VALVE POSITION INDICATION 1.0 PURPOSE This document describes the requirements for completion of ( 1) engineering-des i gn, (2) installation specification, and (3) system test and checkout procedures for installation of Primary Coolant System (PCS) Relief Valve Position Indication system and will specify the documents to be supplied to CPCo.

2.0 DESIGN BASES 2.1 The instrumentation to be used for this modification has been selected by CPCo and is to be Babcock & Wilcox Campany ( 8&W) Val ve Monitoring Systen (VMS). A copy of the 8&W proposal and technical specification AP9-59 for the VMS is enclosed as Attachment I.

The valve monitoring system is to be installed on and provide indication of flow through the presently installed valves:

PRV-10428 PRV-10438 RV-1039 RV-1040 RV-1041 2.2 The design shall comply with requirements for Clas.s lE equipment as defined in IEEE 380-1975.

2.3 A single transducer and signal conditioning equipment is to be installed for each of the above 1i sted valves.

2.4 Separate charge amplifiers shall be used with each transducer. Each charge amplifier shall be enclosed in a NEMA 4C junction box~

2.5 Cable'from the transducer to the charge amplifier shall be enclosed in steel conduit *. Five conduits shall be installed, i.e., one for each transducer.

2.6 One electrical penetration canister shall be used for exiting the cable from the containment.

2.7 A single conduit shall be used for routing the cable from the charge amplifier to existing cable trays. Existing cable tray shall be*

utilized for routing the cable to the electrical penetration.

NOTE: The cable tray used must not contain power cables rated 480V or -----

above.

2.8 Wire and cable used in making the modifications shall be twisted, shielded pair or equivalent copper not smaller than 16 AWG, and shall comply with IEEE-383-1974.

2.9 All signal conditioning, visual display, audio monitoring, and alann equipment shall be mounted in a 19-inch rack and located in the reactor control room. Note: This rack to be specified and purchased by CPCo.

2.10 All instrumentation and control components 1ocated within the containrrent shall be designed for operation in the foll owing environment:

Humidity - approximately 90%

All drawings required to complete the modification Installation procedures Test and chec~out procedures Six copies and one reproducible of the above documents will be furnished by EI for CPCo use in making the modification. EI will maintain copies of all documents until such time as the project is complete.

After completion of the modification and receipt of marked documents indicating the as-built condition, EI will prepare drawings for record.

The drawings for record shall be transmitted to CPCo for pennanent storage

Confirming our recent te 1ephone conversation, Babcock & Wi 1:ox is initiating a qualification program for testing of the subject Valve Moni"toring System equipment. f,ttachment 1 provides a program summary and Attachment 2 is a listing of our current contracts.

We are currently compiling qualification requirements based on specifications, purchase order requirements and letters received to date from our customers. We request a separate letter be sent to us address-ing your qualification requirements, even if this letter serves to summarize your requirements as defined in bid specifications or purchase order documents. In particular, this letter should state whether your environ-mental requirements are to be tested to IEEE-323-1971 or IEEE-323-1974.

Attachment 1 QUALIFICATION PROGRAM

SUMMARY

Babcock &Wilcox* will test the Valve Monitoring System to demonstrate operability within the environmental conditions specified for its intended

  • .*,**.*.~application. These conditions include design basis and post design basis events. The basis for the qualification program will be to test the system according to the requirements of IEEE-323 and other applicable requirements as may be determined. In conjunction with the testing, B&W has in operation a Soecial Products Quality Assurance Proqram applicable *to the desfon. com-ponent procurement. fabrication and testing of this system. In order to minimize owner costs associated with this program, B&H will form an Owners 1 Group of its customers and develop a generic program.

Specific elements of the program are as follows:

6. Documentation of Test Results B&W/Sub- Mid 1980 Report contractor B&W has obtained preliminary cost and schedule information from a testing laboratory currently on our list of qualified vendors. We intend to utilize such a laboratory to develop the test program. conduct tests and document results to support customer review by the NRC. The testing laboratory has advised us a typical test to IEEE-323, which includes environmental testing for in-containment componer.ts, would cost"'$10,000 to $40,000 depending on test requirements for aging and radiation. Testing of control room electronic equipment and requ.;irements for testing to other I~EE standards would indicate additional program costs. B&W anticipates program costs would be shared by approximately 12 to 15 utilities involving 20 to 25 nuclear plants.
