SUMMARY

OF DECEMBER 17, 2015, PUBLIC MEETING WITH DNC REGARDING A PROPOSED LICENSE AMENDMENT FOR THE MPS2 SPENT FUEL POOL HEAT LOAD ANALYSIS IN RESPONSE TO CONFIRMATORY ORDER EA-13-188 (TAC NO. MF7126)

On December 17, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Dominion Resources, Inc., et al.

(Dominion, the licensee) via teleconference at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the teleconference was to discuss Dominions plan to submit an application for license amendment to satisfy NRC Confirmatory Order IV.5., seeking NRC approval of the spent fuel pool (SFP) heat load analysis and associated changes to the Final Safety Analysis Report (FSAR).

The licensees presentation is found in the meeting slides at Agencywide Documents Access and Management System Accession No. ML15353A002. The licensee presented a summary of the following:

• The purpose of the license amendment request (LAR)

• The scope of LAR

• The licensees current submittal schedule and NRC requested review schedule The licensee has determined that no changes to the Technical Specifications are required.

Specifically, the licensee will be submitting for approval the SFP heat load analyses and for the staffs information, TS Bases Section 3/4.9.3 and FSAR Section 9.5. The proposed bases change is based on the TSs prior to the changes made by DNC under 10 CFR 50.59. The licensee stated that the changes would remove reference to the SFP decay heat load and is consistent with 10 CFR 50.36 and License Amendment Nos. 240 (approved February 10, 2000) and 315 (approved June 6, 2013). The proposed changes to FSAR Section 9.5 are also based on the FSAR prior to the 2010 change made by DNC under 10 CFR 50.59 and would reflect revisions to the spent fuel movement decay time, cooling water temperatures, and spent fuel movement rate. The LAR would include proprietary analyses performed by Holtec International.

The licensee indicated that in order to maintain compliance with the Confirmatory Order, Standing Order 14-21 is in place prohibiting fuel movement prior to 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> after shutdown which would remain in place until NRC makes a final determination on the LAR. Finally, Dominion stated that their planned LAR application is on track, projected for submission by February 15, 2016, and would request a 12-month NRC review.

No decisions were made regarding the acceptability of Dominions proposed submittal. No members of the public were in attendance by teleconference.

Rich, Dominion plans to submit a license amendment request to satisfy Confirmatory Order IV.5 - By no later than February 15, 2016, DNC will submit a license amendment request seeking NRC approval of the spent fuel pool heat load analysis and any associated technical specification changes. This will be treated as a high priority review by the NRC. DNC is interested in scheduling a pre-submittal meeting during the week of December 14th with the NRC by teleconference to discuss the proposed license amendment request and provide details of the submittal. Slides with talking points for the meeting will be provided prior to the meeting.
